Learning Outcomes and Application This unit of competency specifies the outcomes required to follow environment policies and procedures to protect the environment when transporting waste. The unit covers applying techniques for minimising risk to the environment when transporting waste, and identifying and communicating environmental issues and waste minimisation strategies based on the waste management hierarchy.The unit supports those who work under limited supervision in a waste management team.Licensing, legislative, regulatory or certification requirements may apply to this unit of competency in some States where a licence is required to operate various plant, vehicles or equipment used to transport, shift, load, unload, lift, compact or otherwise process waste. Relevant state and territory regulatory authorities should be consulted to confirm those requirements.
Duration and Setting X weeks, nominally xx hours, delivered in a classroom/online/blended learning setting.

The following must be present and available to learners during assessment activities:

personal protective equipment (PPE), as specified by organisational requirements

vehicle for transporting waste, as specified by organisational requirements

relationships with team members and supervisor:

Assessor requirements

As a minimum, assessors must satisfy the assessor requirements in the Standards for Registered Training Organisations (RTOs) current at the time of assessment.

A person demonstrating competency in this unit must satisfy the requirements of the elements, performance criteria, foundation skills and range of conditions of this unit.

The person must also follow environmental policies and procedures while transporting waste on two separate occasions.

While transporting above waste, the person must:

take precautions, as specified in the range of conditions, to protect the environment when maintaining, operating and driving equipment and vehicles

check to ensure that vehicle loads are securely contained

safely transport hazardous waste including planning vehicle routes which minimise risk to the environment in the event of an accident or spillage

deposit waste in designated waste disposal receptacles

follow safety data sheet (SDS) instructions when transporting and disposing of hazardous waste

follow organisational procedures and comply with regulatory and legal requirements

operate and maintain vehicles efficiently to minimise environmental impact

explain to relevant personnel the impact of waste on the environment, the importance of waste management strategies, and how they relate to the waste management hierarchy.

A person demonstrating competency in this unit must demonstrate knowledge of:

areas to avoid when transporting regulated and environmentally hazardous waste

classifications of waste

driving techniques to minimise pollution

impact of waste on the environment

licence requirements for transporting waste

organisational policies and procedures and regulatory and legal requirements relating to transporting waste.

This section specifies work environments and conditions that may affect performance. Essential operating conditions that may be present (depending on the work situation, needs of the candidate, accessibility of the item, and local industry and regional contexts) are included. Precautions must include at least three of the following:

ensuring fuel, lubricants and chemicals do not pollute the environment

equipment and vehicles are operated and driven efficiently to minimise exhaust emissions

removing and disposing of wastes from vehicles before washing

unnecessary running of engine and equipment operation is avoided

using environmentally-friendly cleaning products

washing vehicles and equipment in designated washing bays.

Compliance requirements must include:

commonwealth, state and territory legislation relating to transporting waste:

environmental protection

hazardous substances and dangerous goods

industry codes

work health and safety

licensing requirements

road laws.

Relevant personnel must include at least two of the following:

clients

householders

managers

supervisors or team leaders

waste generator personnel.
