Learning Outcomes and Application This unit of competency specifies the outcomes required to develop waste management strategies to meet client requirements. The unit covers assessing client needs and waste practices and identifying and assessing options for waste management. This includes conducting a feasibility analysis of identified waste management options to ensure greater emphasis on the most important waste management issues, and devising strategies which are realistic and achievable and satisfy client and legal compliance requirements. The unit requires client consultation while developing and finalising waste management strategies and while planning implementation strategies including personnel requirements. The unit requires the ability to use computers and suitable software to prepare documentation.The unit supports those who work in a management role within a waste management environment.No licensing, legislative, regulatory or certification requirements apply to this unit at the time of endorsement.

Assessor requirements

As a minimum, assessors must satisfy the assessor requirements in the Standards for Registered Training Organisations (RTOs) current at the time of assessment.

A person demonstrating competency in this unit must satisfy the requirements of the elements, performance criteria, foundation skills and range of conditions of this unit.

The person must also develop two waste management strategies to meet specific client needs.

For each client, the person must:

identify, negotiate and agree waste management options and implementation strategies with clients

conduct a feasibility assessment of waste management options, including:

commitment to waste avoidance

compliance with legislation

cost-benefit analysis

costs

lead time

process constraints

resource requirements, including equipment and personnel

resources available

prioritise and review waste management options to ensure they are realistic and achievable and satisfy client and compliance requirements.

While developing above waste management strategies, the person must:

follow organisational procedures to work safely and comply with regulatory and legal requirements

use a computer and appropriate software to prepare and document the waste management strategies.

A person demonstrating competency in this unit must demonstrate knowledge of:

environmental issues relating to:

energy efficiency systems

lifecycle of products: reduce, reuse and recycle

renewable energy

hazards and risks associated with waste including hazardous substances and dangerous goods

organisational policies and procedures and regulatory and legal requirements relating to developing waste management strategies for clients

resources and factors to consider when developing waste management strategies, including:

access to site

environmental issues

location of waste containers

processing methods

production dates and schedules

production inputs and outputs

recycling options

site size

specific site requirements

storage and disposal methods

waste handling

waste hazards

waste outputs

waste recovery methods

waste streams

waste audit processes and techniques.
