Description This unit covers the competency required to maintain the delivery of logistics in an adverse environment.

Learning Outcomes and Application This unit of competency was written by Defence where an adverse environment typically involves threats and armed conflict. However the unit has been written in a generic manner so that it is applicable to logistics personnel who have a responsibility to organise and manage the delivery of logistic support in an adverse environment. The application of this unit in the workplace includes identifying and analysing the adverse circumstances within a logistics operating environment and implementing strategies to minimise exposure to these circumstances or the consequences posed by such circumstances. This unit of competency is applicable to logistics elements that may be comprised of a range of capabilities from different disciplines including road transport, supply, maintenance, catering or health.

Element: Prepare for logistics operations in an adverse environment
  • Intelligence is sourced and analysed to define the environment in which logistic support is to be provided in accordance with organisational policies and procedures.
  • Adverse circumstances are identified that could negatively impact on the delivery of logistic support.
  • Adverse circumstances are analysed and assessed for their potential for occurrence and subsequent consequence to logistics operations.
  • Risk management measures are developed and integrated into planning considerations.
  • Risk management measures are integrated into logistics operations and are communicated to logistics elements.
       
Element: Protect a logistics site
  • Protection of logistics site is planned taking into account the technical requirements of delivering service support and siting requirements.
  • Liaison is undertaken with other logistics organisation/s to establish shared responsibilities and mutual support arrangements.
  • Protective measures are selected and integrated into protection plan .
  • Protection plan is developed and communicated to all relevant personnel in accordance with organisational policies and procedures.
       
Element: Protect logistic road movement
  • Preparation of vehicles for road movement is directed and monitored to ensure vehicles are prepared for movement through an adverse environment.
  • Escorts, where applicable, are liaised with to establish a common understanding of the road movement plan, communications arrangements and actions to be taken by personnel in the event of a adverse circumstance.
  • Convoy protection measures are applied during road movement in accordance with organisational policies and procedures.
  • Emergency or threatening situations are responded to in accordance with organisational policies and procedures.
  • Communication links are maintained during road movement with the control centre and within the road convoy as required.
