Learning Outcomes and Application This competency normally applies to the individual who is required to operate a small quantity facility.The unit requires the individual to conform to the facility licence, calculate net explosive quantity, apply compatibility constraints, ensure package sealing requirements are applied and maintain a range of documentation.

  • Small quantity facility requirements are identified from work requests/instructions and confirmed with relevant personnel
  • Work health and safety (WHS) requirements, including those contained in organisational procedures, are applied throughout the operation

Access is required to:

facilities and resources used in the packaging, storage, distribution and maintenance of explosive ordnance, including a licensed explosive site

Method of assessment

In a public safety environment assessment is usually conducted via direct observation in a training environment or in the workplace via subject matter supervision and/or mentoring, which is typically recorded in a competency workbook.

Assessment is completed using appropriately qualified assessors who select the most appropriate method of assessment.

Assessment may occur in an operational environment or in an industry-approved simulated work environment. Forms of assessment that are typically used include:

interviewing the candidate

journals and workplace documentation

third party reports from supervisors

written or oral questions

Small quantity facilities are defined as:

Buildings, rooms, or special containers holding limited quantities of explosive ordnance of less than 50 kg net explosives quantity

Explosive limit licence is defined as:

Document that provides the permitted net explosive quantities allowed in a building or site

Storage plans may include:

And may be electronic or paper-based

Net explosive quantity:

Is defined as quantity of explosive substance in explosive items, facility and/or mode of transport

Does not include such substances as white phosphorus, war gases or smoke and incendiary compositions unless these substances contribute significantly to the dominant hazard of the hazard division concerned

In imperial terms of measurement, equates to net explosive weight

Compatibility is:

Where explosive ordnance and explosives may be stored and transported together without significantly increasing either the probability of an accident or, for a given quantity, the magnitude of the effect of such an accident
