Description This unit covers the competency required to prepare a destruction site and to dispose of explosive ordnance by burning, detonation or by functioning on a licensed demolition range under controlled conditions.This unit specifically precludes the destruction of unexploded ordnance whether that has malfunctioned/failed to function or been otherwise compromised while being handled/mishandled for storage, maintenance or transportation. The unit that covers the competency relating to destruction of unexploded ordnance is DEFEO702D Destroy unexploded ordnance.

Learning Outcomes and Application This competency normally applies to the individual who is required to prepare a destruction site and to dispose of explosive ordnance by burning, detonation or by functioning on a licensed demolition range under controlled conditions.The disposal of explosive ordnance may be undertaken for a variety of reasons such as out of shelf life, being defective or no longer required or been otherwise compromised while being handled/mishandled for storage, transportation or maintenance.Explosive ordnance in this competency does not include that which has malfunctioned/failed to function following attempted firing or ignition or been otherwise compromised while being handled/mishandled for storage, transportation or maintenance, this being classed as unexploded ordnance and the subject of a different competency.

Element: Prepare for destruction
  • Requirement for disposal of explosive ordnance is identified from work requests/instructions and confirmed with relevant personnel.
  • Work health and safety (WHS) requirements including those contained in organisational procedures, are applied throughout the operation.
  • Item(s) of explosive ordnance to be disposed of and disposal method are confirmed in accordance with organisation policy and procedures.
  • Documentation and instructions are prepared in accordance with statutory and organisation requirements.
  • Liaison and notification of parties affected by the disposal is undertaken in accordance with organisation policy and procedures, and Range Standing Orders.
  • Site/equipment preparation is completed in accordance with organisation policy and procedures, and Range Standing Orders.
  • Net explosive quantities and compatibility are identified, calculated, analysed and applied throughout the operation.

  • Explosive ordnance and disposal means are prepared and tested in accordance with Range Standing Orders and organisation policy.
  • Explosive ordnance is disposed of using the most appropriate disposal means.
  • Emergency and contingency procedures are applied in accordance with organisation policy and Range Standing Orders.
  • Residue is inspected to ensure all items have been disposed of in accordance with Range Standing Orders.

In a public safety environment assessment is usually conducted via direct observation in a training environment or in the workplace via subject matter supervision and/or mentoring, which is typically recorded in a competency workbook.

Assessment is completed using appropriately qualified assessors who select the most appropriate method of assessment.

Assessment may occur in an operational environment or in an industry-approved simulated work environment. Forms of assessment that are typically used include:

Explosive ordnance includes:

all munitions containing explosives, nuclear fission or fusion materials and biological and chemical agents such as bombs and warheads; guided and ballistic missiles; artillery, mortar, rocket and small arms ammunition; all mines, torpedoes and depth charges; demolition charges; pyrotechnics; clusters and dispensers; cartridge and propellant actuated devices; electro explosive devices; clandestine and other improvised explosive devices; and all similar or related items or components explosive in nature

explosive ordnance in this competency does not include that which has malfunctioned/failed to function following attempted firing or ignition this being classed as unexploded ordnance and the subject of a different competency
