Description This unit covers the competency required to assist in the operation of the towed flexible barge (TFB) system to transfer fuel from ships anchored offshore to shore-based storage facilities. This transfer involves the TFB being refuelled at sea. The TFB is then moored offshore and fuel is transferred to shore via a floating pipeline system.This unit does not cover the movement of the barge.

Learning Outcomes and Application The TFB system is utilised in marine environments where no other facilities exist to transfer large quantities of fuel from ocean tankers to shore-based field fuel installations.This unit applies to personnel working in teams under supervision.

Element: Prepare for operations
  • Task requirements are received and confirmed with supervisor
  • Components are unpacked and inspected for serviceability in accordance with workplace procedures
  • Components are assembled in accordance with workplace procedures
  • Difficulties encountered during assembly are dealt with or reported in accordance with workplace procedures
  • Appropriate personal protective equipment is selected and worn during transfer operations
  • Occupational health and safety (OH&S) requirements and recognised safety precautions are applied throughout the operation in accordance with standard procedures
  • Environmentally sustainable work practices are identified, assessed and implemented where feasible
  • Appropriate documentation is completed throughout the operation in accordance with workplace procedures
  • Operational orders, administrative and emergency procedures are received from supervisor and acknowledged prior to commencement of operation
       
Element: Receive fuel from ship
  • TFB is connected to ship's pipeline in preparation for transfer operations
  • Pre-operation checks are conducted in accordance with manufacturers' instructions and workplace procedures
  • Fuel is tested for product contamination and results are recorded
  • Contaminated product is quarantined and reported to supervisor
  • Fuel is transferred in accordance with workplace procedures
  • Emergencies/incidents are responded to in accordance with emergency response plans
  • TFB is disconnected from refuelling ship in accordance with workplace procedures
       
Element: Issue fuel from TFB to shore
  • Powerpack, hydraulic lines and floating pipeline system are connected to manifold raft
  • TFB is connected to manifold raft in preparation for transfer operations
  • Pre-operation checks are conducted in accordance with manufacturers' instructions and workplace procedures
  • Pipeline system is pressurised with air to test for leaks prior to fuel transfer
  • Fuel is transferred in accordance with workplace procedures
  • Petroleum equipment is monitored during transfer operations and faults are rectified or reported in accordance with workplace procedures
  • Gauges are monitored to ensure transfer is in accordance with Standard Operating Procedures
  • Communication is maintained with team members and supervisor during transfer operations
  • Emergencies/incidents are responded to in accordance with emergency response plans
  • TFB is disconnected from manifold raft
  • Floating pipeline system is pigged in accordance with workplace procedures
  • Equipment is recovered in accordance with workplace procedures

  • Equipment is cleaned following use in accordance with manufacturers' instructions
  • Cleaning chemicals are handled and used in accordance with manufacturers' instructions
