Learning Outcomes and Application This unit specifies the skills and knowledge required to conduct a quick assessment of disease outbreak as a member of the Australian Defence Force (ADF).It includes initiating data gathering and analysing epidemiologic data from quick assessment. It also includes reporting assessment findings and implementing disease control measures.This unit applies to personnel working in ADF preventive medicine.The skills and knowledge described in this unit must be applied within the legislative, regulatory and policy environment in which they are carried out. Organisational policies and procedures must be consulted and adhered to.Persons undertaking this unit work independently and perform complex tasks in a range of familiar contexts.No licensing, legislative or certification requirements apply to this unit at the time of publication.
Duration and Setting X weeks, nominally xx hours, delivered in a classroom/online/blended learning setting.

As a minimum, assessors must satisfy applicable regulatory requirements, which include requirements in the Standards for Registered Training Organisations current at the time of assessment.

Assessment processes and techniques must be appropriate to the language, literacy and numeracy requirements of the work being performed and the needs of the candidate.

Assessment must occur in workplace operational situations, where it is appropriate to do so; where this is not appropriate, assessment must occur in simulated workplace operational situations that replicate workplace conditions.

Resources for assessment must include access to:

a range of relevant exercises, case studies and/or simulations of outbreak of disease

relevant and appropriate supporting information, materials, tools, equipment and personal protective equipment currently used in industry including:

equipment to perform environmental measurement and testing

relevant documentation including operational procedures, regulations, codes of practice and operation manuals.

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements and performance criteria on at least two separate occasions and include:

analysing information

applying legislation, and organisational policies and procedures

communicating and consulting with relevant stakeholders

coordinating activities of persons assisting with quick assessment

establishing and maintaining administrative systems

identifying hazards, assessing risks and implementing control measures

making accurate assessments about the nature of disease causing the outbreak

prioritising tasking

using data collection methodology.

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements and performance criteria and include knowledge of:

causes of disease transmission

control measures of disease transmission

epidemiology of disease

food safety standards including:

hazard analysis and critical control points (HACCP) approach to food control

food storage and distribution standards

health surveillance system

pathophysiology of common communicable diseases

planning and control systems

process of disease

relevant legislation, and organisational policies and procedures

role and capabilities of other health care providers including environmental health team

water quality assurance measures.
