Learning Outcomes and Application This unit describes the skills and knowledge required to transport patients and other appropriate workers to and from a health care facility or service under emergency circumstances. The unit includes skills for loading, driving and unloading a vehicle safely, and for checking vehicles and equipment in order to restock and remedy faults. This unit applies to pre-hospital/out-of-hospital health care workers.The skills in this unit must be applied in accordance with Commonwealth and State/Territory legislation, Australian/New Zealand Standards and industry codes of practice.
Duration and Setting X weeks, nominally xx hours, delivered in a classroom/online/blended learning setting.

Skills must have been demonstrated in the workplace with the addition of simulations and scenarios where the full range of contexts and situations cannot be provided in the workplace.

The requirement in the performance evidence for checking the safety of transport vehicle and safely transporting 3 emergency patients under operational conditions must have been demonstrated using simulation before being demonstrated in the workplace and with members of the public.

The following conditions must be met for this unit:

• use of suitable facilities, resources and equipment as per local governing body including:

- transport vehicle (emergency or non-emergency)

- stretcher

- communication protocols, devices and equipment used in emergency vehicles

• modelling of industry operating conditions including access to real people for simulations and scenarios in transporting emergency patients.

Assessors must satisfy the Standards for Registered Training Organisations (RTOs) 2015/AQTF mandatory competency requirements for assessors.

  • Check vehicle and equipment systematically and comprehensively based on local vehicle checklist or inventory
  • Conduct vehicle checks on a regular basis according to organisation procedures to ensure serviceability of vehicle and equipment
  • Ensure interior and exterior cleanliness of vehicle in accordance with organisation policies and procedures on the minimisation of infection risk to both non-emergency workers and patients
  • Maintain vehicle operating stock to acceptable minimum and maximum levels
  • Maintain vehicle and equipment according to established clinical guidelines/protocols

  • Organise and secure equipment in accordance with relevant Australian Standards, Acts and regulations and according to established clinical guidelines/protocols

The candidate must show evidence of the ability to complete tasks outlined in elements and performance criteria of this unit, manage tasks and manage contingencies in the context of the job role. There must be evidence that the candidate has:

• checked the safety of transport vehicle and safely transported 3 emergency patients under operational conditions including:

- loading and unloading

- performing driving skills suited to specific situations and the case being attended

- assessing and analysing available driving routes and available resources

- making decisions that ensure the efficient and safe driving of vehicles under different operational conditions for safe transport of emergency patients.

The candidate must be able to demonstrate essential knowledge required to effectively complete tasks outlined in elements and performance criteria of this unit, manage tasks and manage contingencies in the context of the work role. This includes knowledge of:

• methods of loading and unloading patients under life-threatening conditions

• organisation policy and procedures related to vehicle being used for transportation, equipment in vehicle and vehicle checks

• relevant Acts, regulations and organisation policies and procedures related to transport of patients including:

- handling, lifting and transport of patients

- care and restraint of patient during transportation

- patient care during transportation

- road rules in accordance with the State/Territory regulations when driving emergency vehicles

• use of communications equipment and systems for transporting emergency patients.
