Learning Outcomes and Application This unit describes the skills and knowledge required to adapt nursing practice in response to the unique working conditions in rural and remote environments that are impacted by isolation and distance with restricted access to specialist health practitioners and services.Enrolled nurses work as part of a multidisciplinary health care team across a wide range of care levels and settings and emergency care services.This unit applies to enrolled nurses, registered with the Nursing and Midwifery Board of Australia, seeking specialisation in enrolled nurse work that is carried out in consultation and collaboration with registered nurses and under direct or indirect supervisory arrangements aligned to the Nursing and Midwifery Board of Australia regulatory authority legislative requirements.The skills in this unit must be applied in accordance with Commonwealth and State/Territory legislation, Australian/New Zealand standards and industry codes of practice.
Duration and Setting X weeks, nominally xx hours, delivered in a classroom/online/blended learning setting.

Skills must have been demonstrated in the workplace with the addition of simulations and scenarios where the full range of contexts and situations cannot be provided in the workplace. The following conditions must be met for this unit:

use of suitable facilities, equipment and resources in line with the Australian Nursing and Midwifery Accreditation Council’s Standards including:

progressive notes of a de-identified person’s medical history

risk assessment tools or protocols for rural and remote health environment

nursing guidelines and organisation policies and procedures on which the candidate bases the care planning

modelling of industry operating conditions including access to real people for simulations and scenarios in enrolled nursing work.

Assessors must satisfy the Standards for Registered Training Organisations (RTOs) 2015/AQTF mandatory competency requirements for assessors.

In addition, assessors must hold a current registration as a registered nurse with Nursing and Midwifery Board of Australia.

  • Participate in organisation processes for continuous improvement of health care service delivery using own practice experience to inform contributions
  • Seek and use community feedback on practice and service delivery in collaboration with registered nurse
  • Identify and take opportunities to empower community members to seek healthcare, and participate in health promotion and illness prevention initiatives
  • Provide community health education that targets specific areas of risk and concern in the community initiatives to address chronic disease risk factors and illness prevention using culturally appropriate modes of communication

The candidate must show evidence of the ability to complete tasks outlined in elements and performance criteria of this unit, manage tasks and manage contingencies in the context of the job role. There must be evidence that the candidate has:

undertaken work in accordance with Nursing and Midwifery Board of Australia professional practice standards, codes and guidelines

worked as part of the multidisciplinary health care team within scope of practice in the Australian rural and remote workplace setting for at least 3 of each of the following situations:

emergency situations involving stabilisation and transport

non-emergency situations

responded to the required clinical interventions for 3 people to treat and manage the person’s condition, illness or injury as authorised by medical practitioner via communication modes such as phone, video or radio

conducted 1 activity in workplace with the multidisciplinary health care team that supports improved outcomes of nursing practice in rural and remote contexts

conducted 1 health education session to engage the community in development and ownership of health programs that meet locally specific health needs.

The candidate must be able to demonstrate essential knowledge required to effectively complete tasks outlined in elements and performance criteria of this unit, manage tasks and manage contingencies in the context of the work role. This includes knowledge of:

changing demands for services in rural and remote communities in Australia and National E-Health Strategy

current economic, political and socio-economic factors impacting rural and remote health care including:

funding arrangements including federal, State/ Territories and local government that impact availability of health services and health programs

expansion of scope of practice for nurses

shortage in health workforce

ageing population

prevalence of chronic disease

social disadvantage

organisations in rural and remote areas and models of healthcare provided including:

Consumer Directed Care (CDC)

mobile health service

Person-Centred Care (PCC)

Primary Health Care (PHC)

tertiary level care (community or regional hospital)

nursing practice models used in rural and remote contexts:

team nursing or ‘shared care’ approach
