Element: Identify existing or potential cyclist movements
  • New and planned developments are designed to provide for future cyclist movements.
  • Complaints, requests, comments, and observations are analysed to identify problems, risks and concerns.
  • Records and statistics are analysed to identify cyclist trends.
  • Research is undertaken to collect evidence on the movement of cyclists and other traffic flow.

Element: Identify current ability of infrastructure to facilitate safe cyclist movement
  • Current infrastructure is investigated to clearly establish conditions that affect the safe movement of cyclists.
  • Identified problems and concerns are compared and assessed against legislative requirements, Australian standards, codes of practice and community expectations.
  • Clear priorities based on a ranking of safety factors are established.

Element: Evaluate the options for the safe movement of cyclists
  • Options for assisting the safe movement of cyclists are identified.
  • All options are assessed on the basis of cost effectiveness, efficiency, equity and practicality.
  • Preferred options to rectify problems and concerns are selected based on agreed criteria.

Element: Prepare preliminary report

Evidence Required

List the assessment methods to be used and the context and resources required for assessment. Copy and paste the relevant sections from the evidence guide below and then re-write these in plain English.

Overview of assessment requirements

A person who demonstrates competency in this unit will be able to perform the outcomes described in the Elements to the required performance level detailed in the Performance Criteria. The knowledge and skill requirements described in the Range Statement must also be demonstrated. For example, knowledge of the legislative framework and safe work practices that underpin the performance of the unit are also required to be demonstrated.

Critical aspects of evidence to be considered

Development of bicycle strategic plan.

Analysis of information.

Production of accurate information.

Analysis of sites and information.

Interpretation of data.

Presentation of options.

Effective problem solving based on research.

Context of assessment

On the job or in a simulated work environment.

Relationship to other units(prerequisite or co-requisite units)

Prerequisite units: nil.

Method of assessment

The following assessment methods are suggested:

observation of the learner performing a range of workplace tasks over sufficient time to demonstrate handling of a range of contingencies

written and/or oral questioning to assess knowledge and understanding

completion of workplace documentation

third-party reports from experienced practitioners

completion of self-paced learning materials including personal reflection and feedback from trainer, coach or supervisor.

Evidence required for demonstration of consistent performance

Evidence will need to be gathered over time across a range of variables.

Resource implications

Access to a workplace or simulated case study that provides the following resources:

state and national cycling policies and bicycle plans

relevant computer database

traffic reports and surveys

consultation process with relevant stakeholders.
