Learning Outcomes and Application This unit applies to individuals in road transport regulatory work environments who make high level decisions relating to road network access including setting up processes or managing systems for gazetting and disseminating access information.

Elements of Competency Performance Criteria              
Element: Undertake strategic research and liaison
  • Research is undertaken on issues affecting the road network, general access road users and restricted access vehicles using up-to-date, authenticated references.
  • Industry liaison and consultation is undertaken impartially and with due regard for operational expertise, regarding heavy transport issues from an industry perspective.
  • Community, local government and ministerial liaison is undertaken objectively to identify heavy transport issues from road user perspectives.
  • Consultation is undertaken with engineers and road infrastructure experts to identify constraints and possible solutions to identified heavy transport issues that meet legislative and organisational requirements.
  • Emergency management information is accessed to identify heavy transport issues that may impact on disaster management planning and response.
       
Element: Contribute to network access planning
  • Existing routes are re-assessed in relation to identified problems, and current requirements are confirmed or new solutions devised that meet legislative and stakeholder requirements.
  • Creation of new routes is conceived to meet diverse needs in response to multiple pressures.
  • Disaster management route planning is undertaken including infrastructure considerations, and conceived routes validated with emergency management authorities.
       
Element: Facilitate network access management
  • Processes are set up for gazetting and disseminating information on network access that are easy to use and address the needs of stakeholders.
  • Information management systems are set up or reviewed to meet the needs of stakeholders for timely access to information on conditions and restrictions for heavy vehicles to access the road network.

In addition to integrated demonstration of the elements and their related performance criteria, look for evidence that confirms consistency of performance in managing network access.

This will include evidence of:

decision making relating to at least three actual or simulated network access situations on three separate occasions or for three different situations/contexts

at least one non-routine situation requiring creative solution/s

adhering to legal, ethical and organisational requirements relating to the management of network access

Context of and specific resources for assessment

Assessment must ensure access to a real or simulated workplace environment that closely resembles normal work practice and replicates the range of conditions likely to be encountered while managing network access, including coping with difficulties, irregularities and breakdowns in routine.

Access is required to resources such as:

applicable legislation, policies and procedures

case studies and workplace scenarios to capture the range of requirements for situations likely to be encountered
