Employability Skills
Learning Outcomes and Application This unit involves the skills and knowledge required to pump discharge a dangerous goods tanker. It includes conducting pre-discharge activities, preparing for discharge, following discharge requirements and procedures, working at heights on a dangerous good tanker and finishing unloading. This unit applies to those working in the road transport fuel/gas industry.No licensing, legislative or certification requirements apply to this unit at the time of publication.
Duration and Setting X weeks, nominally xx hours, delivered in a classroom/online/blended learning setting.

As a minimum, assessors must satisfy applicable regulatory requirements, which include requirements in the Standards for Registered Training Organisations current at the time of assessment.

Assessment must occur in workplace operational situations where it is appropriate to do so; where this is not appropriate, assessment must occur in simulated workplace operational situations that replicate workplace conditions

Practical assessment must be in an appropriate vehicle such as:

B-Double combinations

B-Triple

rigid vehicle

road train combinations

semi combinations

truck and dog combinations.

Assessment processes and techniques must be appropriate to the language, literacy and numeracy requirements of the work being performed and the needs of the candidate.

Resources for assessment include:

a range of relevant exercises, case studies and/or simulations

applicable documentation including workplace procedures, regulations, codes of practice and operation manuals

relevant materials, tools, equipment and personal protective equipment currently used in industry

vehicle as listed above.

Element: Conduct pre-discharge activities
  • Delivery location is checked against site plan and delivery job sheet
  • Job hazards are identified and required action is taken to minimise, control or eliminate identified hazards
  • Tanker is positioned to enable discharging to be carried out in accordance with site procedures without injury to people or damage to property
  • Park brake is applied, engine turned is off and battery is isolated, as required
  • Personal protective equipment is used in accordance with site and organisational procedures
  • Site authority to proceed is obtained, as required, and followed in accordance with site organisational procedures
       
Element: Prepare for discharging
  • Delivery location is checked for hazards and set up, in accordance with regulatory requirements and organisational procedures
  • Lids on spillbox are lifted and spillbox is drained of liquid
  • Identification (ID) markers and tumblers are checked against safe discharge unload plan to verify load will fit, as required
  • Hoses are removed from tanker and test date is checked
       
Element: Follow discharge requirements and procedures
  • Site product type, quantity and discharged quantity are checked to determine whether receiving vessel can accept to load, and discrepancies are rectified in accordance with organisational procedures
  • Locations of emergency equipment and emergency procedures are identified before discharging commences
  • Product transfer equipment is connected in accordance with regulatory and organisational requirements
  • Internal valve is opened
  • Checks are completed prior to commencing discharge, in accordance with organisational procedures
  • Valve is fully opened and product is discharged safely, in accordance with regulatory and organisational requirements and site procedures
  • Discharging process is monitored in accordance with regulatory requirements, and company and site procedures
  • Tanks and compartments are changed in accordance with regulatory and organisational requirements and site procedures
       
Element: Work at heights on a dangerous tanker
  • Safety equipment is connected to tanker prior to ascending tanker ladders, as required, in accordance with safety regulations and site procedures
  • Safety equipment is connected when operating on top of tanker, as required, in accordance with site and safety regulations
  • Work is completed in accordance with regulatory and organisational requirements and site procedures
       
Element: Finish unloading
  • All valves on tanker and receiving facility are closed and transfer equipment is secured in accordance with site procedures
  • Site is re-dipped and readings are recorded on delivery documentation
  • Site is restored to a clean and tidy condition in accordance with site procedures and site defects are reported
  • Final safety inspection of tanker and site is conducted
  • Tanker is moved from unloading area without damage to property or injury to people and in accordance with site procedures
  • Delivery documentation is completed, checked and adjusted, and secured in tanker in accordance with regulatory and organisational requirements at completion of discharge
  • Truck and tanker are checked to ensure correct placarding before departure
  • Site plan is followed for exiting site

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements and performance criteria on at least one occasion and include:

applying correct methods for ascending and descending a tanker ladder

completing documentation required for discharging a dangerous goods tanker including:

dangerous goods shipping documentation, current Australian Dangerous Goods (ADG) Code

transport regulations as they apply to the enterprise, including local authority regulations and procedures

relevant Australian Standards and certification requirements

workplace policies and procedures

relevant internal data entry books, including logbooks, data sheets and load sheets

connecting transfer equipment

identifying and interpreting containers and goods coding, markings and emergency information panels for mode of transport/storage selected

reading and interpreting relevant instructions, procedures, information and signs

using emergency equipment including:

emergency shutdown controls

evacuation controls

eye wash equipment and safety showers

fire extinguishers

spill control equipment

using personal protective equipment and safety measures including:

chemical resistant gloves

communication devices

evacuation controls

high visibility clothing and safety vest

intrinsically safe, full cover protective clothing

safety headwear and footwear

safety glasses.
