Learning Outcomes and Application This unit involves the skills and knowledge required to apply special permit requirements as part of customs broking activities in accordance with the current Australian Customs Act, relevant legislation and workplace requirements. It includes identifying goods subject to import/export restrictions and/or prohibitions, identifying required permits, assessing permits for compliance, and facilitating the gaining of such permits. This unit applies to individuals working as a customs broker. Work is undertaken in a range of environments including small to large worksites in the customs broking industry.No licensing, legislative or certification requirements apply to this unit at the time of publication.
Duration and Setting X weeks, nominally xx hours, delivered in a classroom/online/blended learning setting.

As a minimum, assessors must satisfy applicable regulatory requirements, which include requirements in the Standards for Registered Training Organisations current at the time of assessment.

Assessment must occur in workplace operational situations where it is appropriate to do so. Where this is not appropriate, assessment must occur in simulated workplace operational situations that replicate workplace conditions.

Assessment processes and techniques must be appropriate to the language, literacy and numeracy requirements of the work being performed and the needs of the candidate.

Resources for assessment include:

a range of relevant exercises, case studies and/or simulations

applicable documentation including workplace procedures, regulations, codes of practice and operation manuals

relevant materials, tools, equipment and personal protective equipment currently used in industry.

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements and performance criteria on at least one occasion and include:

completing documentation related to work activities accurately

identifying goods, consignors or consignments subject to import and/or export permit and/or restrictions

identifying, interpreting and learning new skills and knowledge required for implementing developments about permit requirements

identifying type of restrictions and /or permits

identifying valid permits

interpreting and following operational instructions and prioritising work

planning and organising work activities when applying permit requirements

reading and correctly interpreting appropriate Acts and regulations

reading and interpreting relevant instructions, procedures and information

selecting and using relevant sources of information when applying permit requirements

solving problems that may arise when applying permit requirements

verifying goods/consignments meet requirements of permit and/or import restriction.

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements and performance criteria and include knowledge of:

problems that may occur when applying for permit requirements and appropriate action that can be taken to resolve these problems
