Meet regulatory requirements when completing NatHERS assessments


Application

This unit of competency specifies the outcomes required to meet the regulatory requirements associated with Nationwide House Energy Rating Scheme (NatHERS) assessments. It involves identifying relevant regulatory requirements, complying with them when undertaking NatHERS assessments, and responding to incidents of non-compliance.

The unit supports the work of NatHERS assessors engaged in completing NatHERS assessments.

In some jurisdictions, this unit of competency may form part of the accreditation, licensing, legislative, regulatory or certification requirements for NatHERS assessors.

Identify regulatory requirements applicable to NatHERS assessment.

1.1.

Current, comprehensive information on legislation and regulatory requirements applicable to NatHERS assessment is accessed.

1.2.

Legislative and regulatory requirements are clarified and confirmed to ensure accuracy and consistency of interpretation and application.

2.

Respond to regulatory requirements during NatHERS assessment.

2.1.

Work duties and responsibilities are performed in line with legislative, regulatory and organisational requirements.

2.2.

Personal performance is evaluated and feedback is sought from others to ensure compliance with legislative, regulatory and organisational requirements.

2.3.

Process for monitoring changes to legislative and regulatory requirements that impact on own job role and workplace is identified and followed.

3.

Respond to incidents of non-compliance with regulatory requirements during NatHERS assessment.

3.1.

Breaches of regulatory framework are handled in line with organisational policy and procedures and regulatory requirements.

3.2.

Inadequacies in workplace procedures that may contribute to non-compliance with regulatory framework are rectified within scope of own role or reported to supervisor.

Evidence of Performance

A person demonstrating competency in this unit must satisfy the requirements of the elements, performance criteria, foundation skills and range of conditions of this unit.

The person must also competently respond to three different workplace matters, one relating to each of the following aspects of the work of Nationwide House Energy Rating Scheme (NatHERS) assessors:

identify legislation and regulatory requirements applicable to NatHERS assessment

respond to legislative, regulatory and organisational requirements when undertaking a NatHERS assessment

implement procedures for responding to incidents of non-compliance with regulatory requirements applicable to NatHERS assessors.

In doing the above, the person must implement procedures for monitoring changes to legislative and regulatory requirements applicable to NatHERS assessors.

A person demonstrating competency in this unit must demonstrate knowledge of:

NatHERS administrative and governance arrangements

relevant commonwealth, state, territory and local government legislation and regulations

relationships with team members and supervisor:

assessment activities are performed on an individual basis under general supervision.

Assessor requirements

As a minimum, assessors must satisfy the assessor requirements in the Standards for Registered Training Organisations (RTOs) current at the time of assessment.
