Receive waste


Application

This unit of competency specifies the outcomes required to receive all types of waste for processing and treatment. It covers preparing for waste receipt by reviewing schedules and identifying and organising the site, personnel and equipment required to assist the receipt of waste. It also covers coordinating and monitoring unloading activities to assess the suitability of designated unloading areas for adequate storage capacity, and to ensure waste containment. The unit requires the ability to screen waste to identify waste types and characteristics, and to identify and handle waste non-conformances. It also requires the ability to discuss the nature of the required service with the waste provider, and to provide them with instructions and signals to assist the safe and effective unloading of waste. The unit requires calculating and recording fees and charges and issuing receipts for payments.

The unit supports those who work under limited supervision in a waste management team.

No licensing, legislative, regulatory, or certification requirements apply to this unit of competency at the time of endorsement.

1.

Prepare to receive waste.

1.1.

Waste receipt schedule is reviewed in consultation with relevant personnel to identify work requirements.

1.2.

Site, personnel and equipment required to receive waste are identified and organised according to organisational requirements.

1.3.

Hazards and risks are identified and managed and problems are reported according to organisational and compliance requirements.

1.4.

Personal protective equipment (PPE) is selected, checked and used according to organisational and compliance requirements.

1.5.

Suitability of the designated unloading area to ensure adequate storage capacity and ability to meet unloading requirements is assessed and problems are resolved according to organisational requirements.

2.

Conduct waste receipt activities.

2.1.

Waste is screened to identify waste types and waste characteristics according to organisational requirements.

2.2.

Nature of required service is discussed and clarified with the waste provider according to organisational requirements.

2.3.

Non-conforming waste is identified and handled according to organisational and compliance requirements.

2.4.

Received waste is measured and recorded according to organisational and compliance requirements.

2.5.

Fees and charges are calculated based on waste types and quantities according to organisational requirements.

2.6.

Receipt for correct fee payment is issued, and payment details are recorded according to organisational requirements.

2.7.

Load sample is taken according to organisational and compliance requirements.

3.

Coordinate waste unloading.

3.1.

Clear directions to unloading site are given to waste provider to ensure personnel safety according to organisational requirements.

3.2.

Waste provider is given instructions and signalling to ensure safe and effective unloading in designated unloading area.

3.3.

Unloading assistance is provided according to organisational and compliance requirements.

3.4.

Unloading site is monitored to ensure compliance with unloading instructions, containment of waste within the designated unloading area, and adequate capacity of storage facility.

Evidence of Performance

A person demonstrating competency in this unit must satisfy the requirements of the elements, performance criteria, foundation skills and range of conditions of this unit.

The person must also receive and coordinate waste unloading on two different occasions.

While coordinating the above waste receipt and unloading, the person must:

review waste receipt schedules to identify work requirements

discuss and confirm the nature of the required service with the waste provider

identify and organise the site, personnel and equipment required to receive waste

screen waste to identify waste types and characteristics including hazardous and dangerous waste, non-conforming waste and reusable or recyclable waste

measure and record waste and accurately calculate fees and charges for the receipt of waste based on waste types and quantities

monitor the unloading site to ensure appropriate waste containment and storage

record accurate payments and issue receipts for waste received

use signalling techniques and give unloading instructions to the waste provider to ensure safe and efficient unloading of waste in the designated unloading area

follow organisational procedures and comply with regulatory and legal requirements while receiving waste.


Evidence of Knowledge

A person demonstrating competency in this unit must demonstrate knowledge of:

classifications of dangerous goods

hazards and risks associated with waste receipt activities including hazardous substances and dangerous goods

industry-approved signalling techniques

methods for sampling waste loads

organisational policies and procedures and regulatory and legal requirements relating to waste receipt

resource recovery options, including:

environmental issues and regulations

potential resources to be recovered

recycling options

timeframe to recover resources

valuable resources within materials

types, streams and characteristics of waste including hazardous and dangerous waste and non-conforming waste streams

waste containment techniques for unloading areas.


Assessment Conditions

The following must be present and available to learners during assessment activities:

equipment:

personal protective equipment (PPE), as specified by organisational requirements

relationships with team members and supervisor:

working under limited supervision.

as specified by organisational requirements.

Assessor requirements

As a minimum, assessors must satisfy the assessor requirements in the Standards for Registered Training Organisations (RTOs) current at the time of assessment.
