Monitor contained waste


Application

This unit of competency specifies the outcomes required to monitor waste containment and storage according to work schedules. The unit covers using monitoring equipment to check and test the waste containment and to identify and manage hazards and risks and non-conformances. The unit also covers checking and recording stock levels and monitoring and securing the storage facility to prevent contamination and unauthorised access.

The unit supports those who work under limited supervision in a waste management team.

No licensing, legislative, regulatory, or certification requirements apply to this unit of competency at the time of endorsement.

Prepare to monitor contained waste.

1.1.

Work requirements are identified according to waste type and length of storage, and organisational and compliance requirements.

1.2.

Monitoring equipment is selected and obtained according to organisational and work requirements.

1.3.

Hazards and risks identified and managed or reported according to organisational and compliance requirements.

1.4.

Personal protective equipment (PPE) is selected, checked and used according to work, organisational and compliance requirements.

2.

Check waste containment.

2.1.

Integrity of waste containment is checked and non-conformances are managed or reported according to organisational and compliance requirements.

2.2.

Stocktake of waste is conducted to confirm recorded stock levels.

2.3.

Testing of waste containment is organised according to manufacturer specifications and organisational and compliance requirements.

3.

Check storage facility and report monitoring activities.

3.1.

Waste storage facility is checked to ensure no contamination in the area, and problems are resolved or reported according to organisational and compliance requirements.

3.2.

Storage facility is secured to prevent unauthorised access according to organisational and compliance requirements.

3.3.

Testing of waste storage facility is organised according to organisational requirements.

3.4.

Report of contained waste monitoring is completed promptly and according to organisational requirements.

Evidence of Performance

A person demonstrating competency in this unit must satisfy the requirements of the elements, performance criteria, foundation skills and range of conditions of this unit.

The person must also monitor waste containment and storage for two different tasks.

While monitoring contained waste, the person must:

follow organisational procedures to work safely and comply with regulatory and legal requirements

conduct a stocktake of contained waste to confirm recorded stock levels

document the details of contained waste monitoring activities using organisational proformas

identify waste types and waste characteristics including hazardous and dangerous waste, non-conforming waste and reusable or recyclable waste

identify and report problems with the waste containment

organise testing of the waste storage facility and conduct checks of the facility to ensure there is no contamination and appropriate security

select, obtain and use waste monitoring equipment to sample and test waste containment.


Evidence of Knowledge

A person demonstrating competency in this unit must demonstrate knowledge of:

compatibilities of waste types

hazards and risks associated with stored waste including hazardous substances and dangerous goods

organisational policies and procedures and regulatory and legal requirements relating to monitoring contained waste

procedures for containing segregated waste types including containing and isolating hazardous waste

resource recovery options

types, streams and characteristics of waste

waste batter requirements

waste containment methods

waste management hierarchy

waste non-conformances and signs of contamination, including:

infestation

mixing of waste types

rot or mould

waterlogging.


Assessment Conditions

The following must be present and available to learners during assessment activities:

equipment:

personal protective equipment (PPE), as specified by organisational requirements

waste monitoring equipment, as specified by organisational requirements

relationships with team members and supervisor:

working under limited supervision.

Timeframe:

as specified by organisational requirements.

Assessor requirements

As a minimum, assessors must satisfy the assessor requirements in the Standards for Registered Training Organisations (RTOs) current at the time of assessment.
