Plan waste audits


Application

This unit of competency specifies the outcomes required to plan waste audits to meet client requirements. The unit covers identifying waste audit objectives in consultation with the client, and reviewing objectives to ensure that they are realistic and achievable and making any necessary modifications. The unit also covers formulating an audit methodology based on information relating to the site and client operations. The unit includes assessing the waste generation site to identify waste characteristics and disposal and recovery routes, and identify hazards and risks. It also includes identifying client, personnel, sampling and equipment requirements necessary to the audit methodology. The unit requires the ability to document a waste audit plan and develop a survey which follows waste management survey guidelines and complies with client confidentiality requirements.

The unit supports those who work in lead roles in a waste management team.

Identify waste audit objectives.

1.1.

Waste audit objectives are identified in consultation with client.

1.2.

Waste audit objectives are reviewed to ensure that they are realistic and achievable, and modified as required in consultation with client.

1.3.

Waste audit objectives are documented and confirmed with client according to organisational and compliance requirements.

2.

Scope waste audit site.

2.1.

Information relating to site and client operations is obtained from relevant personnel to formulate audit methodology.

2.2

Waste generation site is assessed to identify waste characteristics, and disposal and recovery routes.

2.3.

Waste generation site hazards and risks are identified and reported to relevant personnel.

3.

Develop waste audit plan.

3.1.

Waste audit is planned in order to obtain valid and representative data of waste activity in a manner that causes minimal disruption to the client.

3.2.

Client, personnel, sampling and equipment requirements necessary to audit methodology are identified.

3.3.

Waste audit plan is developed according to organisational requirements.

3.4.

Full support and written authorisation to proceed with waste audit are obtained from client according to organisational and compliance requirements.

3.5.

Waste management survey guidelines are followed, according to client confidentiality arrangements, organisational and compliance requirements.

3.6.

Waste audit plan is documented according to organisational and compliance requirements.

Evidence of Performance

A person demonstrating competency in this unit must satisfy the requirements of the elements, performance criteria, foundation skills and range of conditions of this unit.

The person must also plan waste audits for two different clients.

While planning waste audits, the person must:

consult with clients to identify and obtain support for waste audit objectives and processes

formulate an audit methodology based on information collected relating to the site and client operations

assess the waste generation site to identify waste characteristics, disposal and recovery routes

identify client, personnel, sampling and equipment requirements necessary to the audit methodology

develop a documented waste audit plan, as specified in the range of conditions

develop a survey which follows waste management survey guidelines and complies with client confidentiality requirements

follow organisational procedures to work safely and comply with regulatory and legal requirements.


Evidence of Knowledge

A person demonstrating competency in this unit must demonstrate knowledge of:

classifications of waste

hazards and risks associated with waste including hazardous substances and dangerous goods

organisational policies and procedures and regulatory and legal requirements relating to waste audits

waste audit planning techniques, including:

analysing waste practices

outlining possible benefits and outcomes from conducting a waste audit

incorporating standard audit requirements and procedures

incorporating nature and significance of waste minimisation hierarchy

incorporating types of client waste management surveys and their uses

using most effective auditing methods to meet client needs

conducting site scoping

estimating resource needs

identifying hazards and risks safely and efficiently

waste audit processes, including:

available reprocessing options

material densities

nature and significance of waste minimisation hierarchy

potential hazards and risks

sampling and recording techniques

visual assessment procedures

waste containment methods

waste disposal and recovery methods

waste non-conformances

waste resource recovery and management options

waste types, streams and characteristics.


Assessment Conditions

The following must be present and available to learners during assessment activities:

equipment:

computer and relevant software to prepare a waste audit plan

personal protective equipment (PPE), as specified by organisational requirements

relationships with team members and supervisor:

working in a team.

Timeframe:

as specified by organisational requirements.

Assessor requirements

As a minimum, assessors must satisfy the assessor requirements in the Standards for Registered Training Organisations (RTOs) current at the time of assessment.
