Organise waste recovery operations


Application

This unit of competency specifies the outcomes required to organise waste recovery operations. The unit covers consulting with relevant personnel, assessing hazards and risks, and scheduling, organising and supervising the required personnel and equipment to support the recovery work. The unit requires the ability to operate equipment to segregate waste for recovery, and to shut down, clean and check equipment and the work area, and document details of the waste recovery operation.

The unit supports those who work in lead roles in a waste management team.

Licensing, legislative, regulatory or certification requirements may apply to this unit of competency in some States where a licence is required to operate various plant, vehicles or equipment used to transport, shift, load, unload, lift, compact or otherwise process waste. Relevant state and territory regulatory authorities should be consulted to confirm those requirements.

Prepare to recover waste.

1.1.

Waste recovery requirementsare identified according to waste types inconsultation with relevant personnel.

1.2.

Hazards and risks are identified and managed or reported according to organisational and compliance requirements.

1.3.

Required personnel and equipment including personal protective equipment (PPE) for waste recovery are identified and organised according to organisational requirements.

1.4.

Waste recovery is scheduled and confirmed with waste contractor to ensure efficient waste recovery process.

1.5.

Supervisory processes, checks and measures are used to ensure work is completed within specified timeframes.

2.

Coordinate waste recovery.

2.1.

Recovery site is monitored to ensure compliance with waste recovery instructions and organisational requirements.

2.2.

Equipment is operated and waste for recovery is identified and segregated into waste streams according to organisational and compliance requirements.

2.3.

Communication with site personnel is maintained and instructions are provided according to organisational and compliance requirements.

3.

Finalise waste recovery.

3.1.

Equipment is shut down and secured according to manufacturer specifications and organisational requirements.

3.2.

Work area and equipment are cleaned and checked to ensure safe and effective future operation according to organisational requirements.

3.3.

Waste recovery details are documented according to organisational and compliance requirements.

Evidence of Performance

A person demonstrating competency in this unit must satisfy the requirements of the elements, performance criteria, foundation skills and range of conditions of this unit.

The person must also organise two waste recovery operations.

While organising above waste recovery operations, the person must:

consult with relevant personnel to identify waste types to be recovered, and to coordinate and explain waste recovery procedures

prepare for waste recovery activities by identifying and organising required personnel and equipment

use supervisory methods, checks and measures to ensure that work is completed within specified timeframes

clean the work area and equipment after waste recovery is completed

follow organisational procedures to work safely and comply with regulatory and legal requirements relating to waste recovery.


Evidence of Knowledge

A person demonstrating competency in this unit must demonstrate knowledge of:

classifications of waste

hazards and risks associated with waste including hazardous substances and dangerous goods

organisational policies and procedures and regulatory and legal requirements relating to waste recovery

waste containment methods

waste disposal and recovery methods

waste management hierarchy and its application

waste non-conformances

waste resource recovery and management options

waste types, streams and characteristics.


Assessment Conditions

The following must be present and available to learners during assessment activities:

equipment:

personal protective equipment (PPE), as specified by organisational requirements

relationships with team members and supervisor:

working in a team.

Timeframe:

as specified by organisational requirements.

Assessor requirements

As a minimum, assessors must satisfy the assessor requirements in the Standards for Registered Training Organisations (RTOs) current at the time of assessment.

Waste types must include at least one of the following:
