Application
This unit of competency specifies the outcomes required to plan waste management services to meet specific client needs. The unit covers designing and documenting a waste management service strategy based on an assessment of the client’s site and waste management habits and processes. The unit requires the ability to consult with clients and other site personnel, and to define and document strategies which meet client waste management service needs within organisational budget constraints.
The unit supports those who work in lead roles in a waste management team.

Evidence of Performance
A person demonstrating competency in this unit must satisfy the requirements of the elements, performance criteria, foundation skills and range of conditions of this unit.
The person must also plan waste management services to meet the needs of two clients.
While planning above waste management services, the person must:
consult with clients and other personnel to identify and clarify client’s waste management service requirements
conduct a site inspection and assess waste volume, characteristics and types, as specified in the range of conditions
develop a documented waste management service strategy which details personnel and costs required to deliver services to clients
use questioning and observation techniques to identify the client’s existing waste management habits and processes
follow organisational procedures to work safely and comply with regulatory and legal requirements.
Evidence of Knowledge
A person demonstrating competency in this unit must demonstrate knowledge of:
classifications of waste
hazards and risks associated with waste including hazardous substances and dangerous goods
methods for conducting a site assessment to obtain information on the types, volume and characteristics of waste
organisational policies and procedures and regulatory and legal requirements relating to waste management service provision
range of waste management services offered by the organisation
waste types, streams, characteristics and non-conformances.
Assessment Conditions
The following must be present and available to learners during assessment activities:

relationships with team members and supervisor:
working in a team.

as specified by organisational requirements.
Assessor requirements
As a minimum, assessors must satisfy the assessor requirements in the Standards for Registered Training Organisations (RTOs) current at the time of assessment.
