Application
This unit of competency specifies the outcomes required to carry out waste process audits to meet client requirements. The unit covers consulting with clients and site personnel to identify the audit objectives, and negotiate and agree on audit processes and site requirements to minimise disruption to processes and operations. The unit also covers identifying and managing hazards and risk at the audit site, and conducting a waste process audit including quantifying, characterising and sourcing waste streams and processes, and interviewing site personnel to gather additional operational information. The unit requires audit activity details to be recorded and audit data to be compiled and presented.
The unit supports those who work in lead roles in a waste management team.
No licensing, legislative, regulatory or certification requirements apply to this unit at the time of endorsement.
Elements and Performance Criteria
Elements describe the essential outcomes. | Performance criteria describe the performance needed to demonstrate achievement of the element. Where bold italicised text is used, further information is detailed in the range of conditions.

Evidence of Performance
A person demonstrating competency in this unit must satisfy the requirements of the elements, performance criteria, foundation skills and range of conditions of this unit.
The person must also undertake two waste process audits.
While conducting above waste process audits, the person must:
consult with client to negotiate, agree and organise auditing processes and timeframes and obtain the client’s written approval for the audit
identify and comply with specific site requirements, as specified in the range of conditions
work safely to identify and manage or report hazards and risks at the audit site, and while using equipment, as specified in the range of conditions
interview site personnel to obtain operational and waste information
observe, assess and record waste processes including quantifying, characterising and sourcing produced waste streams to identify how and why they are generated
compile and present waste process audit findings
follow organisational policies and procedures and regulatory and legal requirements.
Evidence of Knowledge
A person demonstrating competency in this unit must demonstrate knowledge of:
classifications of waste
hazards and risks associated with waste including hazardous substances and dangerous goods
industry-accepted waste audit processes, including:
common reasons for undertaking a waste process audit
methods used to assess waste types, streams and characteristics
waste minimisation hierarchy
sampling and recording techniques
types of client waste management surveys and their uses
site scoping
organisational policies and procedures and regulatory and legal requirements relating to waste process audits
waste containment methods
waste disposal and recovery methods
waste non-conformances.
Assessment Conditions
The following must be present and available to learners during assessment activities:
equipment:
computer, software and personal protective equipment (PPE), as specified by organisational requirements
relationships with team members and supervisor:
working in a team.
Timeframe:
as specified by organisational requirements.
Assessor requirements
As a minimum, assessors must satisfy the assessor requirements in the Standards for Registered Training Organisations (RTOs) current at the time of assessment.
Foundation Skills
This section describes the language, literacy, numeracy and employment skills essential to performance in this unit but not explicit in the performance criteria.
Skill | Performance feature |
Numeracy skills to: | measure and calculate waste quantities, volumes, material balances and time. |
Oral communication skills to: | ask questions to elicit required information during interviews. |
Reading skills to: | interpret graphical information contained in plans and photographs. |
Problem-solving skills to: | identify inefficiencies in waste processes. |
Range Statement
This section specifies work environments and conditions that may affect performance. Essential operating conditions that may be present (depending on the work situation, needs of the candidate, accessibility of the item, and local industry and regional contexts) are included. Bold italicised wording, if used in the performance criteria, is detailed below.
Relevant personnel must include: | client site personnel. |
Equipment must include personal protective equipment (PPE) and at least four of the following: | camera computer collection containers lifting gear measurement equipment process charts and diagrams recording and counting equipment reference manuals safety barriers and warning signs sample bench scales site maps software. |
Specific site requirements must include: | access and egress points locations of plant and equipment to be audited time of audit to coincide with specific processes and operations work health and safety requirements and noise control work permits if required. |
Compliance requirements must include: | commonwealth, state and territory legislation relating to waste process audits, including: environmental protection hazardous substances and dangerous goods industry codes client confidentiality and privacy work health and safety licensing requirements. |
