Application
This unit of competency specifies the outcomes required to coordinate waste management operations and allocate work to personnel as required. The unit covers identifying operational requirements to be able to organise waste management operations, and providing suitable training and assessment opportunities to one or more members of a work team.
The unit supports those who work in lead roles in a waste management team.

Evidence of Performance
A person demonstrating competency in this unit must satisfy the requirements of the elements, performance criteria, foundation skills and range of conditions of this unit.
The person must lead a team to organise waste management operations.
While organising waste management operations, the person must:
identify the following to organise equipment and personnel requirements:
work site specifications and timeframes
estimations of site characteristics, and past experience and special requirements for waste management
potential hazards and risks
personnel capacity and licenses to ensure they are appropriate to the work being performed
allocate and monitor personnel, work, activities and equipment use to ensure compliance with work health and safety (WHS) requirements and organisational procedures
provide suitable training and assessment opportunities and assistance for personnel where skill gaps are identified
follow organisational procedures and comply with regulatory and legal requirements to:
conduct a potential hazard and risk analysis to identify emergency and personal protective equipment (PPE) and safety requirements
check plant and equipment to ensure they are in good working order
develop a site safety plan
record and report on operational activities.

A person demonstrating competency in this unit must demonstrate knowledge of:
classifications of waste
environmental management techniques relating to minimising erosion and covering waste
operational features of waste management industry:
licensing
waste contaminants
waste disposal and recovery methods
waste non-conformances
waste processing plant types
waste processing techniques
work site requirements to ensure compliance with safe operating procedures:
awareness of contamination sources
awareness of fire hazards
compliance with handling, transport and storage requirements of dangerous goods and hazardous substances
confined spaces procedures
emergency procedures, including first aid and emergency shut-down procedures
following safety data sheets (SDS)
observing speed limits, and right of way in incline and decline
operating equipment, plant and machinery according to manufacturer specifications
recognising hazards
safe handling of waste
wearing seatbelts
working safely around other personnel, tools, plant and equipment.
Assessment Conditions
The following must be present and available to learners during assessment activities:

Assessor requirements
As a minimum, assessors must satisfy the assessor requirements in the Standards for Registered Training Organisations (RTOs) current at the time of assessment.
