Develop waste management plans


Application

This unit of competency specifies the outcomes required to develop waste management plans to meet client requirements. The unit covers reviewing and evaluating the feasibility of waste management strategies. The unit includes drafting and finalising a waste management plan that meets client needs and incorporates implementation strategies. The unit requires client consultation while developing and finalising waste management plans. It also requires the ability to use computers and suitable software to prepare documentation.

The unit supports those who work in a management role within a waste management environment.

Review and evaluate waste management strategies.

1.1.

Waste management strategies are reviewed according to organisational and compliance requirements.

1.2.

Feasibility of waste management strategies is assessed to ensure plan is realistic and achievable in accordance with client and compliance requirements.

1.3.

Feasibility assessment results are reviewed and waste management options are modified as required in consultation with client.

2.

Draft waste management plan.

2.1.

Waste management objectives and outcomes are identified and where supplied, client’s waste avoidance or minimisation goals are included according to organisational requirements.

2.2.

Implementation strategies are planned and incorporated into waste management plan according to client requirements.

2.3.

Waste management plan is prepared according to client, organisational and compliance requirements.

3.

Finalise waste management plan.

3.1.

Waste management plan is finalised in consultation with client, and adjustments made as required according to client and organisational requirements.

3.2.

Final waste management plan is documented and presented to client according to organisational requirements.

Evidence of Performance

A person demonstrating competency in this unit must satisfy the requirements of the elements, performance criteria, foundation skills and range of conditions of this unit.

The person must also develop two waste management plans to meet client needs.

For each plan, the person must:

identify, negotiate and agree waste management plan and implementation strategies with clients

assess feasibility of waste management strategies

incorporate implementation strategies, including:

potential hazards and risks

process changes

resource requirements

staffing and contracting requirements including training and skills needs

targets

timelines.

While developing above waste management plans, the person must:

follow organisational procedures to work safely and comply with regulatory and legal requirements

use a computer and appropriate software to prepare and document the waste management plans.


Evidence of Knowledge

A person demonstrating competency in this unit must demonstrate knowledge of:

environmental issues relating to:

energy efficiency systems

lifecycle of products: reduce, reuse and recycle

renewable energy

features required for waste management plans, including:

environmental education

environmental issues

internal and external audits

monitoring personnel performance following training

past and future reviews and audits

quality control checks

reclamation, recycling and reuse

review of effectiveness of new procedures and processes

site contract requirements

targets, such as:

carbon emissions reduction

cleaner production

lean management

recycling rates

waste disposal

waste minimisation

training outline

waste disposal methods

waste minimisation

waste prevention

waste segregation

work procedures

hazards and risks associated with waste including hazardous substances and dangerous goods

organisational policies and procedures and regulatory and legal requirements relating to developing waste management plans for clients.


Assessment Conditions

The following must be present and available to learners during assessment activities:

equipment:

computer and suitable software, as specified by organisational requirements

personal protective equipment (PPE), as specified by organisational requirements

Assessor requirements

As a minimum, assessors must satisfy the assessor requirements in the Standards for Registered Training Organisations (RTOs) current at the time of assessment.
