This unit of competency specifies the outcomes required to plan resource recovery operations. The unit covers identifying resource recovery needs including auditing waste, conducting a feasibility assessment, and consulting with stakeholders. The unit requires a detailed resource recovery strategy to be planned and documented including marketing and implementation strategies. It requires the ability to conduct detailed planning activities which incorporate goals and targets, evaluation measures, and cost-benefit analyses to ensure the viability of the resource recovery operation.

Evidence of Performance

A person demonstrating competency in this unit must satisfy the requirements of the elements, performance criteria, foundation skills and range of conditions of this unit.

The person must also plan two resource recovery operations.

For each operation, the person must:

identify resource recovery needs of the organisation, including:

auditing waste streams

considering issues related to material source, disposal frequency, method of transportation, and manner in which loads are delivered for disposal

conduct a feasibility study to assess the financial viability of a resource recovery operation, considering:

material, storage, transport, and sales processes

market demand for recovered material

available potential recovery facilities

level of stakeholder commitment to resource recovery strategy

formulate and document a resource recovery strategy in consultation with stakeholders that incorporates:

goals and targets to divert components of the waste stream

measures to ensure compliance with legislation, codes and organisational requirements

site requirements to meet the resource recovery strategy, including infrastructure, zoning, environmental aspects and energy efficient systems

budgets for plant, equipment and materials

human resource and service requirements, including education and customer service as required

product marketing, development and implementation strategies

measures and methods to be used to monitor outcomes.

A person demonstrating competency in this unit must demonstrate knowledge of:

Assessment Conditions

The following must be present and available to learners during assessment activities:

Assessor requirements
