Application
This unit describes the performance outcomes, skills and knowledge required to apply correct handling and safety procedures when setting up, operating and dismantling close proximity fireworks displays.
Individuals who apply these skills work autonomously in a team environment as they take responsibility for managing risk and emergency procedures at fireworks displays, leading work teams, and communicating procedures and requirements to all persons involved in close proximity fireworks displays.
All elements must be undertaken in accordance with the provisions of relevant state or territory legislation and licensing requirements.
Achievement of this unit does not automatically qualify a person to obtain a licence to operate in any Australian State or Territory.
Those developing training to support this unit, and those seeking to assess competency in this unit, must consult with the relevant state or territory licensing authority, and work within the requirements and guidelines set down by those authorities.
This unit is closely based on work completed by the Queensland Department of Natural Resources and Mines.

1. Prepare for close proximity fireworks displays | 1.1 Discuss issues associated with the use and operation of fireworks for displays with relevant personnel 1.2 Establish manual and electric firing techniques for fireworks in line with current industry practices 1.3 Identify fireworks material from physical features and markings 1.4 Take account of dangers and safety issues associated with preparing fireworks on-site and off-site 1.5 Follow procedures for the transport and storage of fireworks material according to state or territory regulatory requirements 1.6 Follow procedures to address health, safety and emergency services issues regarding ventilation, air quality, smoke detectors, visibility and other automated system controls |
2. Evidence of Performance
Evidence of the ability to:
identify fireworks that are faulty or not quality assured
select and use fuses and manually initiate fireworks in a safe manner
select, test and ignite fireworks with electric initiation equipment
select and use securing devices
apply procedures for:
controlling unwanted ignitions and environmental changes
managing sites and crowds
lead a work team during at least one close proximity fireworks display
operate at least one close proximity fireworks display in a safe manner by:
continuously assessing risks
implementing additional control measures when required
complete post-display activities.
Note: If a specific volume or frequency is not stated, then evidence must be provided for each of the above points at least once.
Evidence of Knowledge
To complete the unit requirements the individual must:
explain what is meant by exclusion zones, and the reasons for establishing them for close proximity fireworks displays
describe issues that need to be addressed in safety management systems
describe current industry practices that must be considered when operating close proximity fireworks displays
explain technical issues with fireworks and associated equipment that potentially affect their safe use
describe potential risk factors to be taken into account when operating close proximity fireworks displays and provide examples of how to minimise those risks and resolve them if necessary
provide examples of statutory requirements and current industry best practice in relation to the operation of close proximity fireworks displays.
Assessment Conditions
Assessment must be conducted in a safe environment where evidence gathered demonstrates consistent performance of typical activities experienced in creative arts industry environments. The assessment environment must include access to:
display planning documentation
a selection of fireworks and equipment (display site hardware), including examples of faulty, misfired, damaged fireworks and equipment and/or simulated representations of them
a selection of electrical firing equipment
typical work procedures for a specific display (as would be presented by a contractor)
a suitable non-display site location, such as a workshop for practical demonstration and use of equipment, including electrical firing equipment
a suitable display site
relevant display approvals from the administering authority
relevant legislative, administrative, specific technical material and prescribed forms and documents
actual or simulated malfunctions that cause abnormal clean-up activities
personal record-keeping book.
Assessors of this unit must satisfy the requirements for assessors in applicable vocational educational and training legislation, frameworks and/or standards.
Significant health and safety issues impact on the delivery and assessment of skills in close proximity pyrotechnics. Assessment of these skills must therefore be undertaken in consultation with state or territory licensing authorities.
Assessors must be aware of, and consult with authorities on matters regarding, safety of personnel, safety of crowds and spectators, venue, storage and transportation of pyrotechnic materials, and internal space conditions.
Assessors must meet any additional requirements stipulated by state or territory regulations.
