Application

This unit describes the performance outcomes, skills and knowledge required to plan close proximity fireworks displays based on client briefs.

Individuals who apply these skills work autonomously in a team environment as they take responsibility for planning and designing displays based on client briefs and ensuring that persons involved in displays are properly trained. They may be responsible for supervising others.

All elements must be undertaken in accordance with the provisions of relevant state or territory legislation and licensing requirements.

Achievement of this unit does not automatically qualify a person to obtain a licence to operate in any Australian State or Territory.

Those developing training to support this unit, and those seeking to assess competency in this unit, must consult with the relevant state or territory licensing authority, and work within the requirements and guidelines set down by those authorities.

This unit is closely based on work completed by the Queensland Department of Natural Resources and Mines.

1. Develop policies and procedures

1.1 In consultation with relevant personnel, take a range of factors into account when developing organisational policies in relation to managing close proximity fireworks displays

1.2 Develop safety management systems according to state or territory regulatory requirements

1.3 Undertake emergency planning and develop emergency procedures according to state or territory regulatory requirements

1.4 Develop quality management systems according to state or territory regulatory requirements

1.5 Establish procedures for purchasing and handling fireworks according to state or territory regulatory requirements

2. Develop contractual briefs for close proximity fireworks displays

2.1 Assess key objectives of proposed events in relation to workplace risks and organisational requirements

2.2 Take account of a range of technical and creative issues when developing proposals for clients based on information provided

4.4 In consultation with relevant personnel, evaluate the effectiveness of planning procedures for fireworks displays and note areas for improvement

Evidence of Performance

Evidence of the ability to:

design and plan at least one complete close proximity fireworks display that meets client needs

identify fireworks that are faulty or not quality assured

develop:

a safety management system that includes operational and emergency procedures

organisational policy in relation to close proximity fireworks displays

implement:

a quality system for providing fireworks displays

organisational procedures for purchasing, transporting, storing and handling fireworks

negotiate with clients about requirements for close proximity fireworks displays.

Evidence of Knowledge

To complete the unit requirements the individual must:

provide examples of issues and challenges that typically arise when planning close proximity fireworks displays, along with solutions to address them

describe issues that need to be addressed in safety management systems

describe current industry practices that must be considered when operating close proximity fireworks displays

describe the main issues addressed in state or territory codes of practice in relation to risk and systems management

explain legislative requirements in relation to purchasing, transporting, storing and handling fireworks

explain licensing requirements that relate to the operation of fireworks displays

explain public liability and workers’ compensation requirements in relation to operating fireworks displays

explain legislative requirements in relation to planning, designing and obtaining approval for conducting fireworks displays

provide examples of statutory requirements and current industry best practice in relation to the operation of close proximity fireworks displays.


Assessment Conditions

Assessment must be conducted in a safe environment where evidence gathered demonstrates consistent performance of typical activities experienced in creative arts industry environments. The assessment environment must include access to:

access to:

relevant legislative, administrative, and specific technical material and prescribed forms and documents

a set of client needs to develop a fireworks display brief

a typical client brief for planning a fireworks display

practical demonstration of skills in a range of situations.

Assessors of this unit must satisfy the requirements for assessors in applicable vocational educational and training legislation, frameworks and/or standards.

Significant health and safety issues impact on the delivery and assessment of skills in close proximity pyrotechnics. Assessment of these skills must therefore be undertaken in consultation with state or territory licensing authorities.

Assessors must be aware of, and consult with authorities on matters regarding, safety of personnel, safety of crowds and spectators, storage and transportation of pyrotechnic materials, and risks associated with venue conditions.

Assessors may need to meet additional requirements where stipulated by state or territory regulations.
