Establish and maintain the safety and security of explosive warehouses and workshops

This unit covers the competency required to enter and exit an ammunition/explosive ordnance storage area or facility in a remote or home base area.It includes the requirements to ensure that safety standards are applied and that security is maintained during the conduct of tasks within the facility.

Application

This competency normally applies to the individual who is required to enter, carry out tasks in and exit an ammunition/explosive ordnance storage area or facility in a remote or home base area; and is required to maintain safety and security during entry, operations and exit.

1. Prepare for entry

1.1 Requirement to enter an explosive ordnance storage area/facility is identified from work requests/instructions, analysed and confirmed

1.2 Work health and safety requirements (WHS) including those contained in organisational procedures are applied throughout the operation

1.3 Security and safety inspections and tests are conducted in accordance with organisational procedures

2. Enter facility

2.1 Facility is opened and vented in accordance with organisational procedures

2.2 Facility is entered in accordance with organisational procedures

3. Maintain safety during operations and exit of facility

3.1 Net explosive quantity and compatibility are identified, calculated and monitored throughout the operation

3.2 Housekeeping and minor maintenance is conducted in accordance with organisational procedures

3.3 Records are updated and maintained in accordance with statutory and organisational policy and procedures

3.4 Facility is exited in accordance with organisational policy and procedures

Competency should be assessed in the workplace or under conditions, which accurately simulate a realistic workplace in accordance with all relevant legislation and organisational requirements.

Access is required to:

facilities and resources used in the packaging, storage, distribution and maintenance of explosive ordnance, including a licensed explosive site.

Method of assessment

In a public safety environment assessment is usually conducted via direct observation in a training environment or in the workplace via subject matter supervision and/or mentoring, which is typically recorded in a competency workbook.

Assessment is completed using appropriately qualified assessors who select the most appropriate method of assessment.

Assessment may occur in an operational environment or in an industry-approved simulated work environment. Forms of assessment that are typically used include:
