Examine and certify free from explsoive ordnance

This unit covers the competency required to examine and certify explosive ordnance packaging and non explosive dangerous goods packaging as being free from explosives (FFE) and arisings for salvage or return.

Application

This competency normally applies to the individual who is required to examine and certify salvage and associated packaging as being FFE.

Certification of these items as being FFE is a statutory requirement at different stages in the processing of these items, in particular when being sold or offered to the public for scrap metal.

Successful completion of this unit does not give the individual competency to carry out inerting of explosive ordnance for training or any other purpose.

1.1 Requirement for certification is identified from work requests/instructions, analysed and confirmed

1.4 Equipment required for the certification process is identified, acquired and prepared for use

2. Certify as free from explosives

2.1 Examinations are conducted in accordance with organisational policy and procedures

2.2 Items confirmed as being FFE are labelled in accordance with statutory and organisational requirements

2.3 Emergency and contingency procedures are applied in accordance with organisational policy

3. Carry out post certification procedures

3.1 Packaging, arisings and salvage is prepared as being FFE in accordance with organisational policy and procedures

3.2 Documentation and records are maintained in accordance with statutory, organisational and workshop requirements

Method of assessment

This unit may be assessed with the following unit:

In a public safety environment assessment is usually conducted via direct observation in a training environment or in the workplace via subject matter supervision and/or mentoring, which is typically recorded in a competency workbook.

Assessment is completed using appropriately qualified assessors who select the most appropriate method of assessment.

Assessment may occur in an operational environment or in an industry-approved simulated work environment. Forms of assessment that are typically used include:

third party reports from supervisors
