Application
This competency normally applies to the individual who is required to conduct a visual inspection of packaged explosive ordnance during any handling task and to process the packaging for further action that may be required.
The inspection of the packaged explosive ordnance is carried out in a logical sequence while adhering to all relevant work health and safety (WHS) requirements. Immediate processing of the packaged explosive ordnance is subject to the outcomes of the inspection and may result in an inspection by an explosive inspector before further processing can be conducted.

2. Inspect packaging | 2.1 Inspection of the packaged explosive ordnance is conducted during the handling operation in accordance with organisational policy and procedures. 2.2 Packaging is segregated in accordance with regulations, policy and procedures 2.3 Items confirmed as being broken seal are moved to an approved explosive ordnance inspection area 2.4 Broken seal packaging, that has not been inspected, are handled as if it contains explosives 2.5 Emergency and contingency procedures are applied in accordance with organisational policy |
3. Inspect contents of broken seal packaging | 3.1 External surfaces of packaging inspected for signs of damage 3.2 Packaging found to be damaged is segregated and processed in accordance with organisational policy and procedures 3.3 Broken seal packaging is opened to identify the contents 3.4 Packaging that contains items which are or purport to be damaged are further segregated and processed in accordance with organisational policy and procedures |
4. Carry out post inspection procedures | 4.1 Packaging is sealed and labelled in accordance with organisational policy and procedures 4.2 Equipment/tools are maintained in accordance with organisational policy and procedures 4.3 Documentation and records are maintained in accordance with statutory, organisational and workshop requirements |

Method of assessment | This unit may be assessed with the following unit: DEFEO101D Work safely with explosive ordnance In a public safety environment assessment is usually conducted via direct observation in a training environment or in the workplace via subject matter supervision and/or mentoring, which is typically recorded in a competency workbook. Assessment is completed using appropriately qualified assessors who select the most appropriate method of assessment. Assessment may occur in an operational environment or in an industry-approved simulated work environment.
