Conduct field refuelling operations from a bulk fuel installation


Application

This unit specifies the skills and knowledge required to conduct refuelling of vehicles and plant from a bulk fuel installation in a field environment to transfer fuel products between storage mediums within the installation.

It includes preparing, conducting and completing refuelling and fuel transfer operations.

This unit applies to persons working as petroleum operators in Defence but is applicable to any individual in this field of work.

The skills and knowledge described in this unit must be applied within the legislative, regulatory and policy environment in which they are carried out. Organisational policies and procedures must be consulted and adhered to.

Persons undertaking this unit work under supervision and perform specific tasks in a range of contexts.

No licensing, legislative or certification requirements apply to this unit at the time of publication.

Prepare for and conduct refuelling and fuel transfer operations

1.1

Identify and confirm refuelling tasks with supervisor

1.2

Inspect and prepare refuelling equipment for operation in accordance with manufacturer specifications and operational procedures

1.3

Select and fit personal protective equipment to operate bulk fuel installation in accordance with safety data sheets, environmental and work health and safety procedures

1.4

Test for fuel contamination and quarantine, as required

1.5

Monitor fuel transfer process, and rectify and/or report faults in accordance with manufacturer specifications and operational procedures

Recognise equipment breakdowns and emergencies/incidents, and instigate emergency response plan to shut down fuel transfer process in accordance with manufacturer specifications and operational guidelines

Complete refuelling operations

2.1

Shut down, maintain and pack away refuelling equipment in the bulk fuel installation in accordance with manufacturer specifications and operational procedures

Recover, inspect and maintain fuel transfer equipment in accordance with operational procedures

Complete documentation, as required

Refurbish equipment in the fuel installation in accordance with manufacturer specifications and operational procedures

Evidence of Performance

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements and performance criteria on at least one occasion and include:

applying relevant legislation, regulatory standards, and organisational policies and procedures

controlling fuel spills

earthing vehicle and plant

implementing environmentally sustainable work practices

interpreting fuel markings and panels

operating refuelling equipment

refuelling vehicles and plant

responding to emergencies using emergency response plans

testing fuel for product contamination.


Evidence of Knowledge

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements and performance criteria and include knowledge of:

Australian dangerous goods codes including:

segregation and storage requirements

causes of explosions and related preventative measures

emergency/incident response plans

environmental protection measures to be applied during fuel transfer operations

firefighting techniques

fuel products and fuel transfer systems including valve and hose systems

functions and responsibilities of team members

hazard control methods associated with fuel products

hydraulics principles

physical properties of fuels

refuelling equipment must include one or more of the following:

50 mm/100 mm fuel equipment including:

fittings

pipelines and hoses

pumps

valves, vessels and tanks

measurement instruments including:

hydrometers

tapes

thermometers

relevant organisational policies and procedures.


Assessment Conditions

As a minimum, assessors must satisfy applicable regulatory requirements, which include requirements in the Standards for Registered Training Organisations current at the time of assessment.

Assessment processes and techniques must be appropriate to the language, literacy and numeracy requirements of the work being performed and the needs of the candidate.

Assessment must occur in workplace operational situations, where it is appropriate to do so; where this is not appropriate, assessment must occur in simulated workplace operational situations that replicate workplace conditions.

Resources for assessment must include access to:

a range of relevant exercises, case studies and/or other simulations

relevant and appropriate materials, tools, equipment and personal protective equipment currently used in industry including:

workplace refuelling equipment and fuel products

safety equipment

specific workplace operating procedures and publications

applicable documentation including operational procedures, regulations, codes of practice and operation manuals.
