Supervise contractors


Application

This unit involves the skills and knowledge required to supervise contractors on a training area or a range.

It includes the skills required to monitor contractors and contractor staff to ensure continued safety and security of training area and range activities, infrastructure and facilities.

This unit applies to Defence personnel who work in range management and range control but may be relevant to others who work in this field. They do not provide technical supervision or advice, but act as a local point of contact for works contracts and other professional/para-professional activities that may be carried out from time to time. Those undertaking this unit would work independently or as part of a team, under direct and indirect supervision, while performing complex tasks, in a small range of familiar contexts. They would use discretion and judgement and take responsibility for the quality of their outputs.

Plan and prepare for the monitoring and supervision of contractors

Obtain, interpret and clarify monitoring requirements in the form of management information system reports, work orders and contracts before commencing

Identify, access, interpret and apply policies and procedures for all relevant WHS standards, statutory requirements, Training Area/Range Standing Orders and other instructions

Identify and obtain the details of the contractual requirements

Monitor and supervise contractor activities

Evidence of Performance

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements and performance criteria on at least one occasion and includes:

maintaining documentation

interpreting and applying contractual requirements, legislation, policies and procedures

writing reports

identifying and rectifying contractual non-compliance


Evidence of Knowledge

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements and performance criteria and include knowledge of:

details of the relevant Defence contract

relevant contractual documentation requirements

relevant legislation, policies and procedures

supervisory processes


Assessment Conditions

Assessors must hold credentials specified within the Standards for Registered Training Organisations current at the time of assessment.

Assessment must satisfy the Principles of Assessment and Rules of Evidence and all regulatory requirements included within the Standards for Registered Training Organisations current at the time of assessment.

Assessment must occur in workplace operational situations. Where this is not appropriate, assessment must occur in simulated workplace operational situations that reflect workplace conditions.

Assessment processes and techniques must be appropriate to the language, literacy and numeracy requirements of the work being performed and the needs of the candidate.

Resources for assessment must include access to:

a range of relevant exercises, case studies and/or simulations

acceptable means of simulation assessment

applicable documentation, including workplace procedures, regulations, codes of practice and operation manuals

relevant materials, tools, equipment and PPE currently used in industry.

Foundation skills essential to performance are explicit in the performance criteria of this unit of competency.
