Conduct recovery vehicle operations in a field environment


Application

This unit specifies the skills and knowledge required to undertake recovery of broken down vehicles and equipment, requiring the operation of specialist recovery vehicles and equipment.

It includes preparing for recovery vehicle tasks, dispatching the recovery vehicle to an incident site, retrieving disabled equipment and moving it to a place of repair. It also includes transporting disabled equipment and finalising recovery tasks.

This unit does not cover the extraction of disabled equipment by winching techniques, which is covered by DEFVEH002 Extract disabled equipment using winching techniques in a field environment.

The skills and knowledge described in this unit must be applied within the legislative, regulatory and policy environment in which they are carried out. Organisational policies and procedures must be consulted and adhered to.

Persons undertaking this unit lead a small team to recover vehicles and equipment. Specialist recovery vehicles and equipment includes towing, lifting and winching equipment.

Persons must be capable of assessing recovery situations in remote environments and tasking personnel to complete operations in isolation from supervision or support.

No licensing, legislative or certification requirements apply to this unit at the time of publication.

Deploy recovery equipment

Diagnose equipment casualty faults, where possible, to ensure efficient and cost effective recovery actions

Assess safety risks associated with recovery task and implement control measures to ensure a safe working environment in accordance with organisational procedures

Brief on-site personnel, allocate tasks and supervise personnel in accordance with organisational procedures

Transport disabled equipment

Secure disabled equipment to recovery vehicle in accordance with manufacturer instructions and organisational procedures

Assess the stability and braking capability of recovery vehicle to ensure it is safe to transport disabled equipment

Drive recovery vehicle to maintenance facility

Manage unplanned incidents as they occur in accordance with organisational procedures

Finalise recovery tasks

Hand over equipment casualty to owner or recover further, as required

Complete documentation, including reports and returns, in accordance with organisational procedures

Supervise and conduct maintenance in accordance with organisational procedures

Evidence of Performance

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements and performance criteria on at least one occasion and include:

allocating appropriate materials and personnel to tasks

applying relevant legislation and organisational policies and procedures

applying safety, legislative and statutory requirements relevant to the recovery vehicle operations risk assessment

assessing recovery situations in remote environments and tasking personnel to complete operations isolated from supervision or support

communicating effectively in the workplace

conducting vehicle operations taking into account the characteristics of the equipment casualty and recovery equipment when determining suitable recovery methods

deploying recovery equipment appropriate for tasks and field environment

directing, briefing, coordinating and monitoring personnel

finalising recovery tasks

identifying, interpreting and analysing risk assessment requirements relevant to recovery vehicle operations in a field environment

interpreting instructions and directions

operating specialist recovery vehicles and equipment

performing a lift/tow recovery of a light and a medium/heavy rigid vehicle

performing a trailer recovery involving a medium/heavy rigid vehicle (or equivalent)

preparing for recovery tasks

recovering and transporting disabled equipment

solving task specific problems and unplanned events/incidence in accordance with organisational procedures.


Evidence of Knowledge

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements and performance criteria and include knowledge of:

basic engineering principles including:

characteristics and capabilities of recovery vehicles and equipment

material capabilities

theory of levers and pulleys

basic vehicle mechanical principles

common equipment casualty faults including:

damaged driveline

electrical system faults

engine/transmission faults

fuel system faults

functions and responsibilities of team members

maintenance requirements and procedures

relevant minor problems, major incidents and unplanned situations risk mitigation organisational procedures

recovery methods and procedures

recovery vehicle and equipment specifications and capabilities

relevant organisational policies and procedures including:

work health and safety (WHS)/occupational health and safety (OHS) procedures relevant to field recovery operations

reporting requirements and procedures

safety risk and precautions associated with recovery tasks.


Assessment Conditions

As a minimum, assessors must satisfy applicable regulatory requirements, which include requirements in the Standards for Registered Training Organisations current at the time of assessment.

Assessment must occur in field environment operational situations where it is appropriate to do so; where this is not appropriate, assessment must occur in simulated field environment operational situations that replicate workplace conditions.

Assessment processes and techniques must be appropriate to the language, literacy and numeracy requirements of the work being performed and the needs of the candidate.

Resources for assessment must include access to:

a range of relevant exercises, case studies and/or other simulations

relevant and appropriate materials, tools, equipment and personal protective equipment currently used in industry

recovery vehicle, associated equipment and crew

actual or simulated vehicle/equipment casualties

applicable documentation including relevant organisational workplace procedures, publications, regulations, codes of practice and operation manuals.
