Prepare timber to meet import/export compliance requirements


Application

This unit of competency describes the outcomes required to ensure timber meets compliance requirements for import/export.

The unit applies to those who assess timber for import/export requirements in a variety of work settings including:

timber harvesting

sawmill

woodchip mill

veneer mill

board/plywood mill

timber and wood products production

timber and wood products sales and service.

Licensing, legislative, regulatory or certification requirements apply to this unit in some states and territories at the time of publication, and may differ according to state or territory jurisdiction.

1. Review regulatory requirements for import/export of timber

1.1 Identify and follow environmental legal requirements for preparing timber to meet import/export compliance requirements

1.2 Biosecurity requirements relevant to timber import/export are identified

1.3 Confirm and interpret compliance requirements.

1.4 Examine organisational compliance requirements for critical implications, risks and consequences of possible breaches.

2. Ensure timber compliance for import/export

2.1 Identify timber for import/export and assess wood properties.

2.2 Examine timber for identify biohazards associated with the particular species and undertake a risk assessment.

2.3 Determine the need for timber treatment and arrange for any required treatments to be carried out.

2.4 Establish the need for phytosanitary certificates and arrange for procurement.

3. Document compliance requirements

3.1 Complete and check branding of timber in line with regulatory requirements.

3.2 Obtain forest certification records and forward to relevant authorities.

3.3 Complete compliance records and reports and submit to appropriate internal and external personnel

3.4 Report breaches of compliance to those with sufficient authority to correct them.

Evidence of Performance

A person demonstrating competency in this unit must satisfy all of the elements, performance criteria and foundation skills of this unit. If a specific volume or frequency is not stated below, then evidence must be provided that the following requirements have been performed on at least one occasion:

follow regulatory requirements and codes of practice relevant to importing/exporting timber

follow organisational policies and procedures relevant to importing/exporting timber

interpreting regulatory requirements for importing/exporting timber in Australia

identify timber species, wood properties and timber biohazards

determine compliance requirements for the organisation in relation to importing/exporting timber, and the risks and consequences of breaches

examine timber and determine the appropriate requirements for compliance

ensure appropriate arrangements are made for compliance

complete documentation related to compliance.


Evidence of Knowledge

A person competent in this unit must be able to demonstrate knowledge of:

regulations, standards and codes of practice for identifying timber import and export requirements including knowledge of customs and biosecurity requirements

environmental protection requirements, including the safe disposal of waste material

organisational and site standards, requirements, policies and procedures for identifying timber import and export requirements

timber species identification techniques

wood properties and how these relate to fungal and insect risks associated with importing/exporting timber

range of timber treatments meeting biosecurity requirements

branding and labelling requirements to ensure compliance

forest certification systems and chain of custody procedures

established communication channels and protocols

procedures for recording and reporting records and information.


Assessment Conditions

The following resources must be made available:

timber for import or export

relevant personnel for the purposes of communicating information

documents, spreadsheets and commonly used proforma documents

regulations, workplace requirements and site standards for preparing timber to meet import/export compliance requirements.

Competency is to be assessed in the workplace or a simulated environment that accurately reflects performance in a real workplace setting.

Assessor requirements

Assessors must:

hold the appropriate assessor competency standards as outlined in regulations; and

be able to demonstrate vocational competencies at least to the level being assessed; and

be able to demonstrate how they are continuing to develop their VET knowledge and skills as well as maintaining their industry currency and assessor competence.
