Contribute to public health emergency management plan

This unit covers the provision of technical support to the planning, implementation and review of the public health emergency management plan.

Application

This unit supports the attainment of skills and knowledge required for competent workplace performance within councils of varying size and locations. Knowledge of the legislation and regulations within which councils must operate is essential. The role of council staff, elected members and management in protecting and managing the natural and built environment must be appropriately reflected.

1. Provide technical support to the development of a council plan to respond to an emergency situation

1.1 Potential emergency situations and responses are identified and listed through research, data collection and committee input.

1.2 Resources to address potential emergency situations are identified and listed for inclusion in appendices to the plan.

1.3 To satisfy prevention, preparedness, response and recovery, relevant organisations are identified for inclusion as part of the council emergency management plan.

1.4 The approved public health emergency management plan is circulated to relevant officers and stakeholder organisations.

2. Contribute to a preparedness program

2.1 Skills enhancement programs are coordinated with relevant staff to ensure an effective response to an emergency situation.

2.2 Community awareness programs are coordinated to provide and gather information to ensure effectiveness of preparedness procedures.

2.3 A trial emergency situation is monitored to test the effectiveness of the plan.

2.4 Opportunities to review and amend the council public health emergency management plan are identified as required to ensure an effective, coordinated response to an emergency.

3. Support the activation of council public health emergency management plan

3.1 Where instructed, assessment, investigation or survey activities are conducted to determine public health threats.

3.2 Response coordination activities are supported to meet the needs of the emergency.

3.3 Information to advise of the status and effectiveness of the public health response is provided as required for reports to the coordinator of the council emergency management committee.

3.4 Contributions to the effectiveness of public health responses are made to the relevant personnel.

3.5 Contributions are made to the council public health emergency management plan review and amendment processes, to ensure an effective coordinated response to an emergency.

4. Support public health emergency management recovery reporting

4.1 Ongoing assessment following the response phase is conducted to determine public health threats.

4.2 Response coordination activities are supported to meet the needs of the recovery.

4.3 Advice of the status and effectiveness of the public health response is provided as required for reports to the coordinator of the council emergency management committee.

4.4 Support is provided to management in the coordination of debriefings with the relevant personnel involved in the emergency to ascertain the effectiveness of the public health response.

Overview of assessment requirements

A person who demonstrates competency in this unit will be able to perform the outcomes described in the Elements to the required performance level detailed in the Performance Criteria. The knowledge and skill requirements described in the Range Statement must also be demonstrated. For example, knowledge of the legislative framework and safe work practices that underpin the performance of the unit are also required to be demonstrated.

Contribution to the assembly and review of a database of local technical personnel who could respond to situations requiring emergency management

Method of assessment

The following assessment methods are suggested:

observation of the learner performing a range of workplace tasks over sufficient time to demonstrate handling of a range of contingencies

written and/or oral questioning to assess knowledge and understanding

completing workplace documentation

third-party reports from experienced practitioners

completion of self-paced learning materials including personal reflection and feedback from trainer, coach or supervisor
