This unit covers the collection of waste refuse or recyclables from property, litter bins and designated areas.

Application

This unit supports the attainment of skills and knowledge required for competent workplace performance in councils of all sizes. Knowledge of the legislation and regulations within which councils must operate is essential. The unique nature of councils, as a tier of government directed by elected members and reflecting the needs of local communities, must be appropriately reflected.

1. Collect and dispose of waste or recyclable material

1.1 Personal protective equipment is selected and fitted in accordance with manufacturers' specifications, council requirements and relevant legislation.

1.2 Waste or recyclable material is collected in accordance with occupational health and safety (OHS) regulations and council procedures.

1.3 Equipment is operated in accordance with manufacturers' specifications, statutory requirements and council procedures .

1.4 Hazardous waste is identified and handled or reported in accordance with council procedures, regulatory requirements and OHS requirements.

1.5 Recyclable materials are correctly identified and sorted in accordance with regulatory requirements and council procedures to ensure there is no cross-contamination.

1.6 Disposal of waste or recyclable materials is carried out in accordance with statutory and OHS regulations and council procedures.

1.7 Effective communication is maintained with other workers where appropriate.

2. Report incidents or accidents

2.1 Information about hazards, incidents or accidents is recorded and reported in accordance with council and legal requirements.

A person who demonstrates competency in this unit will be able to perform the outcomes described in the Elements to the required performance level detailed in the Performance Criteria. For example, knowledge of the legislative framework and safe work practices that underpin the performance of the unit are also required to be demonstrated.

Method of assessment

The following assessment methods are suggested:

observation of the learner performing a range of workplace tasks over sufficient time to demonstrate handling of a range of contingencies

written and/or oral questioning to assess knowledge and understanding

completing workplace documentation

third-party reports from experienced practitioners

completion of self-paced learning materials including personal reflection and feedback from trainer, coach or supervisor

Evidence will need to be collected over a period of time in varying weather and traffic conditions and using a range of equipment.
