Application

This unit involves the skills and knowledge required to be aware of environmental issues and to apply organisational policies and procedures to minimise environmental threats.

This unit applies to people working in the maritime industry on vessels up to 80 metres as a:

Coxswain Grade 1 Near Coastal

Coxswain Grade 2 Near Coastal

Marine Engine Driver Grade 1 Near Coastal

Marine Engine Driver Grade 2 Near Coastal

Marine Engine Driver Grade 3 Near Coastal

Integrated Rating

Chief Integrated Rating.

These people could be working independently or as part of a vessel crew.

This unit has links to legislative and certification requirements.

Implement environmental work practices

1.1

Workplace practices and work instructions relating to potential environmental impacts are implemented

Evidence of Performance

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements and performance criteria on at least one occasion and include:

applying safety and hazard control procedures when disposing of waste and garbage

making suggestions for improved environmental work practices

preparing and keeping clear and concise environmental records

recognising procedures and following instructions for environmental work practices

reporting environmental hazards and risks in a timely way.


Evidence of Knowledge

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements and performance criteria and include knowledge of:

environmental and resource hazards and risks associated with the maritime industry

environmental laws, regulations and standards relevant to work in the maritime industry

procedures and processes that support environmentally sustainable principles

procedures for reporting environmental hazards and risks

relevant environmental sustainability principles

requirements for waste management and control systems under the International Convention for the Prevention of Pollution from Ships (MARPOL Convention)

types and application of waste compactors and crushers suitable for use on board a vessel

use of oil spill equipment and its limitations.


Assessment Conditions

Assessors must satisfy National Vocational Education and Training Regulator (NVR)/Australian Quality Training Framework (AQTF) assessor requirements.

Assessment must occur in workplace operational situations where it is appropriate to do so; where this is not appropriate, assessment must occur in simulated workplace operational situations that reflect workplace conditions.

Assessment processes and techniques must be appropriate to the language, literacy and numeracy requirements of the work being performed and the needs of the candidate.

Resources for assessment must include access to:

tools, equipment, machinery, materials and personal protective equipment currently used in industry

applicable documentation such as legislation, regulations, codes of practice, workplace procedures and operational manuals

range of relevant exercises, case studies and/or simulations.

Range Statement

Specifies different work environments and conditions that may affect performance. Essential operating conditions that may be present (depending on the work situation, needs of the candidate, accessibility of the item, and local industry and regional contexts) are included.

Range is restricted to essential operating conditions and any other variables essential to the work environment.

Workplace practices and work instructions must include:

avoiding or minimising environmental risks

documented policies and procedures

emergency procedures

environmental data recording and reporting procedures

environmental hazard and risk identification

environmental management system

environmental monitoring

hazard and incident reporting and recording procedures

improving environmental performance

signs and labels

waste minimisation and segregation

work plans

Relevant legislation, codes of practice and standards include one or more of the following:

commonwealth, state and territory legislation

International Convention for the Prevention of Pollution from Ships (MARPOL)

local government by-laws and regulations

third party standards such as the ISO1400 series and those of the Marine Stewardship Council

Protection measures include one or more of the following:

controlling emissions of gas and smoke

managing waste

observing restricted fishing areas

preventing cargo spillage

preventing fuel and oil spillage

proper use of refrigerant gases

using appropriate signage

Potential environmental threats include one or more of the following:

anchoring

antifouling paint

garbage

harm to marine life

noise

poorly maintained equipment and machinery

sewage

wash from propellers

waste and debris for example from oil and fuel containers

Suggestions include one or more of the following:

improving energy efficiency

increasing the use of renewable, recyclable, re-usable and recoverable resources

maximising opportunities such as the use of solar or alternative forms of energy

preventing and minimising risks

reducing emissions of greenhouse gas

using alternative technology to limit growth
