Construct and maintain roads


Application

This unit describes a participant’s skills and knowledge required to construct and maintain roads in Civil Construction.

This unit is appropriate for those working in operational roles.

Licensing, legislative, regulatory and certification requirements that apply to this unit can vary between states, territories, and Industry sectors. Relevant information must be sourced prior to application of the unit.


Elements and Performance Criteria

1. Prepare for road construction and maintenance

1.1 Access, interpret and apply road construction and maintenance documentation and ensure the work activity is compliant

1.2 Obtain, read, interpret, clarify and confirm work requirements

1.3 Identify and address potential risks, hazards and environmental issues, and implement control measures

1.4 Select and wear correct personal protective equipment appropriate for work activities

1.5 Identify, obtain, confirm and implement signage requirements

1.6 Receive, interpret and clarify shift changeover details

1.7 Select and check for faults all tools and equipment to carry out tasks

1.8 Locate ancillary services and mark services out before work commences

1.9 Conduct equipment pre-start checks and ensure equipment is ready for operation

2. Construct roads

2.1 Conform to specified road construction characteristics and location

2.2 Peg road detailing direction and shape

2.3 Prepare road sub-base so that road material can be applied to meet planned road characteristics

2.4 Construct road surface to achieve required traction, manoeuvrability and stable haul surface for all vehicles and personnel

2.5 Erect and construct road signage and safety barriers to avoid damage to equipment, avoid injury to personnel, protect surrounding vegetated areas and delineated roadways

2.6 Construct drains and water crossing points to aid the removal of run-off, avoid accumulation of excessive water, and minimise road and environmental damage

3. Maintain roads

3.1 Assess road conditions regularly for compliance with road design characteristics

3.2 Maintain condition of roads in relation to volume of traffic and future requirements

3.3 Identify, repair and/or report damage to road to appropriate authorities

3.4 Maintain effective drainage for the removal of excess water and ensure safe operating surface

3.5 Monitor, redesign and remake areas subject to excessive wear and tear to meet design characteristics

3.6 Maintain the road surface utilising approved dust suppressants

4. Clean up

4.1 Clear work area and recycle or dispose of materials

4.2 Clean, check, maintain and store plant, tools and equipment

Evidence of Performance

Evidence is required to be collected that demonstrates a candidate’s competency in this unit. Evidence must be relevant to the roles within this sector’s work operations and satisfy all of the requirements of the performance criteria of this unit and include evidence that the candidate:

locates and applies applicable documentation, policies and procedures

implements the requirements, procedures and techniques for the safe, effective and efficient completion of road construction and maintenance including:

accessing, interpreting and applying documentation relevant to construct and maintain roads

identifying and applying relevant specifications to all work activities

identifying, obtaining, confirming and implementing signage requirements

receiving, interpreting and clarifying shift changeover details

selecting and checking for faults all plant, tools and equipment to carry out tasks

locating ancillary services and marking services out before work commences

identifying, addressing and reporting potential hazards and risks

conducting equipment pre-start checks to ensure equipment is ready for operation

identifying, addressing and reporting environmental issues and ground conditions

works effectively with others to undertake and complete the construction and maintenance of roads in a way that meets all of the required outcomes including:

preparing for and organising work activities to meet all task requirements

communicating clearly and concisely with others to receive and clarify work instructions

using a range of communication techniques and aids to advise others of work activity and exclusion zones

monitoring movements and hazards and identifying and communicating changes to the work environment during the work process

demonstrates completion of constructing and maintaining roads that safely, effectively and efficiently meets all of the required outcomes on more than one (1) occasion including:

constructing roads in keeping with drawings and job specifications

maintaining roads to the required standards

clearing work area and disposing of, recycling or storing materials

cleaning, checking, maintaining and storing plant, tools and equipment


Evidence of Knowledge

The candidate must demonstrate knowledge in constructing and maintaining roads through:

accessing, interpreting and applying the organisation and site requirements and procedures for:

identifying and managing risks

identifying, addressing and reporting environmental issues

setting up work activity

site isolation, signage, erecting barriers and traffic control

work health and safety

managing waste

selecting and checking for faults, tools and equipment to carry out tasks

carrying out work to specifications

manufacturer’s design specifications

applying effective techniques for constructing and maintaining roads


Assessment Conditions

An assessor of this unit must satisfy the requirements of the NVR/AQTF or their successors; and Industry regulations for certification and licensing; and,

this unit must be assessed in the context of this sector’s work environment; and,

this unit must be assessed in compliance with relevant legislation/regulation and using policies, procedures, processes and operational manuals directly related to the industry sector for which it is being assessed; and,

assessment may be conducted in conjunction with the assessment of other Units of Competency; and,

assessment must confirm consistent performance can be applied in a range of relevant workplace circumstances; and,

assessors must demonstrate the performance evidence, and knowledge evidence as outlined in this Unit of Competency, and through the minimum years of current* work experience specified below in an Industry sector relevant to the outcomes of the unit; or,

where the assessor does not meet experience requirements a co-assessment or partnership arrangement must exist between the qualified assessor and an Industry subject matter expert. The Industry subject matter expert should hold the unit being assessed (or an equivalent unit) and/or demonstrate equivalence of skills and knowledge at the unit level. An Industry technical expert must also demonstrate skills and knowledge from the minimum years of current work experience specified below in the Industry sector, including time spent in roles related to the unit being assessed; and,

assessor and Industry subject matter expert requirements differ depending on the Australian Qualifications Framework Level (AQF) of the qualification being assessed and/or Industry Sector as follows:

Where this Unit is being assessed outside of the Resources and Infrastructure Sectors assessor and/or Industry subject matter expert experience should be in-line with industry standards for the sector in which it is being assessed and where no Industry standard is specified should comply with any relevant regulation.

*Assessors can demonstrate current work experience through employment within Industry in a role relevant to the outcomes of the Unit; or, for external assessors this can be demonstrated through exposure to Industry by conducting frequent site assessments across various locations.
