Application

This unit describes a participant’s skills and knowledge required to apply the principles of the stabilisation of materials in Civil Construction.

This unit is appropriate for those working in supervisory roles.

No licensing, legislation, or certification requirements apply to this unit at the time of publication.


Elements and Performance Criteria

1. Plan and prepare to apply the principles of the stabilisation of materials

1.1 Access, interpret and apply stabilisation of materials documentation and ensure the work activity is compliant

1.2 Obtain, read, interpret, clarify and confirm work requirements

1.3 Identify and address potential risks, hazards and environmental issues, and implement control measures

1.4 Select and wear correct personal protective equipment appropriate for work activities

1.5 Identify and confirm specific task requirements

1.6 Identify, obtain, confirm and implement signage and barriers requirements

1.7 Select and check for faults all plant, tools and equipment to carry out tasks

1.8 Identify, address and report on ground conditions

1.9 Identify and confirm specific task requirements Ensure a job plan is available which makes best use of the available resources and meets task requirements

2. Apply the principles of the stabilisation of materials

2.1 Confirm the resources are available to conduct tasks

2.2 Ensure clear, concise and timely verbal and written instructions are communicated to team members and others involved

2.3 Set out tasks to ensure effective completion of the work activity

3. Oversee the execution of tasks

3.1 Monitor the stabilisation of materials task performance to ensure it achieves the required outcomes

3.2 Initiate adjustments to work practice or job plan to ensure required outcome

3.3 Supply coaching solutions where tasks require problem solving

3.4 Ensure plant equipment and tools maintenance requirements are carried out and recorded

3.5 Monitor movements and hazards and identify and communicate changes to the work environment during the work process

4. Conduct housekeeping activities

4.1 Ensure the clearing of the work area and disposal of, reuse or recycling of materials

4.2 Clean, check, maintain and store machinery, tools and equipment

5. Report on the execution of tasks

5.1 Complete and submit written reports

5.2 Recommend changes to improve the safety, efficiency and effectiveness of the execution of tasks

Evidence of Performance

Evidence is required to be collected that demonstrates a candidate’s competency in this unit. Evidence must be relevant to the roles within this sector’s work operations and satisfy all of the requirements of the performance criteria of this unit and include evidence that the candidate:

locates and applies relevant documentation, policies and procedures

implements the appropriate requirements, procedures and techniques for the safe, effective and efficient supervision of stabilising materials including:

accessing, interpreting and applying documentation for applying the principles of the stabilisation of materials

identifying and applying relevant specifications to all work activities

identifying, addressing and reporting potential hazards and risks

identifying, obtaining, confirming and supervising the implementation of signage and barrier requirements

selecting and checking for faults all plant, tools and equipment to carry out tasks

identifying, addressing and reporting environmental issues and ground conditions

ensuring a job plan is available and communicated which makes best use of the available resources and meets task requirements

works effectively with others to plan, prepare and conduct the stabilisation of materials that meets all requirements including:

preparing for and organising work activities to meet all task requirements

communicating clearly and concisely with others to allocate work tasks and give work instructions

monitoring movements and hazards and identifying and communicating changes to the work environment during the work process

demonstrates completion of principles of the stabilisation of materials that safely, effectively and efficiently meets all of the required outcomes on more than one (1) occasion including:

ensuring the provision of all plant, tools, equipment and resources

initiating tasks by overseeing the allocation, progression and completion of tasks to meet job requirements

supplying coaching solutions where tasks require problem solving

ensuring plant, equipment and tools maintenance requirements are carried out and recorded

supervising the clearing of the work area and disposing of, reusing, recycling or storing of materials

reporting on the execution of tasks

recommending improvements to the safety, efficiency and effectiveness of the execution of tasks

evidence of the successful supervision of a stabilisation of materials operation


Evidence of Knowledge

The candidate must demonstrate knowledge in applying the principles of the stabilisation of materials through:

accessing, interpreting and applying organisation and site requirements and procedures for:

identifying and managing risks

identifying, addressing and reporting environmental issues and ground conditions

setting up work activity

site isolation, signage, erecting barriers and traffic control

work health and safety

managing waste

selecting and checking for faults, all plant, tools and equipment to carry out tasks

supervising work to specifications

the application of the principles and methods of the stabilisation of materials

applying effective techniques to supervising the stabilisation of materials


Assessment Conditions

An assessor of this unit must satisfy the requirements of the NVR/AQTF or their successors; and Industry regulations for certification and licensing; and,

this unit must be assessed in the context of this sector’s work environment; and,

this unit must be assessed in compliance with relevant legislation/regulation and using policies, procedures, processes and operational manuals directly related to the industry sector for which it is being assessed; and,

assessment may be conducted in conjunction with the assessment of other Units of Competency; and,

assessment must confirm consistent performance can be applied in a range of relevant workplace circumstances; and,

assessors must demonstrate the performance evidence, and knowledge evidence as outlined in this Unit of Competency, and through the minimum years of current* work experience specified below in an Industry sector relevant to the outcomes of the unit; or,

where the assessor does not meet experience requirements a co-assessment or partnership arrangement must exist between the qualified assessor and an Industry subject matter expert. The Industry subject matter expert should hold the unit being assessed (or an equivalent unit) and/or demonstrate equivalence of skills and knowledge at the unit level. An Industry technical expert must also demonstrate skills and knowledge from the minimum years of current work experience specified below in the Industry sector, including time spent in roles related to the unit being assessed; and,

assessor and Industry subject matter expert requirements differ depending on the Australian Qualifications Framework Level (AQF) of the qualification being assessed and/or Industry Sector as follows:

Where this Unit is being assessed outside of the Resources and Infrastructure Sectors assessor and/or Industry subject matter expert experience should be in-line with industry standards for the sector in which it is being assessed and where no Industry standard is specified should comply with any relevant regulation.

*Assessors can demonstrate current work experience through employment within Industry in a role relevant to the outcomes of the Unit; or, for external assessors this can be demonstrated through exposure to Industry by conducting frequent site assessments across various locations.
