Application

This unit describes a participant’s skills and knowledge required to apply the principles of pavement maintenance in Civil construction.

This unit is appropriate for those working in supervisory roles.

No licensing, legislation or certification requirements apply to this unit at the time of publication.


Elements and Performance Criteria

1. Plan and prepare for applying the principles of pavement maintenance

1.1 Access, interpret and apply pavement maintenance documentation and ensure the work activity is compliant

1.2 Obtain, read, interpret, clarify and confirm work requirements

1.3 Identify and address potential risks, hazards and environmental issues, and implement control measures

1.4 Select and wear correct personal protective equipment appropriate for work activities

1.5 Identify, obtain, confirm and implement signage requirements

1.6 Select and check and report on faults all tools and equipment

1.7 Identify and confirm specific task requirements

1.8 Ensure a job plan is available which makes best use of the available resources and meets task requirements

2. Apply the principles of pavement maintenance

2.1 Ensure clear, concise and timely instructions are communicated to team members and others involved

2.2 Confirm the resources are available

2.3 Set out tasks to ensure the effective completion of the work activity

3. Oversee the execution of tasks

3.1 Monitor pavement maintenance task performance to ensure it achieves the required outcomes

3.2 Initiate adjustments to work practice or job plan to ensure safe execution of work and achievement of required outcomes

3.3 Ensure plant equipment and tools maintenance requirements are carried out and recorded

3.4 Supply coaching solutions where tasks require problem solving

3.5 Monitor movements and hazards and identify and communicate changes to the work environment during the work process

4. Conduct housekeeping activities

4.1 Ensure the clearing of the work area and disposal of, reuse or recycling of materials

4.2 Clean, check, maintain and store machinery, tools and equipment

5. Report on the execution of tasks

5.1 Complete and submit written reports as required

5.2 Recommend corrective actions to improve the safety, efficiency and effectiveness of the execution of tasks

Evidence of Performance

Evidence is required to be collected that demonstrates a candidate’s competency in this unit. Evidence must be relevant to the roles within this sector’s work operations and satisfy all of the requirements of the performance criteria of this unit and include evidence that the candidate:

locates and applies relevant documentation, policies and procedures

implements the appropriate procedures and techniques for the safe, effective and efficient supervision of pavement maintenance tasks including:

accessing, interpreting and applying documentation for carrying our pavement maintenance

identifying and applying relevant specifications to all work activities

identify and confirm specific task requirements

identifying, addressing and reporting potential hazards and risks

identifying, obtaining, confirming and supervising the implementation of signage and barrier requirements

selecting and checking for faults all tools and equipment to carry out tasks

identifying, addressing and reporting environmental issues

accessing and sharing with team members specific task information and requirements

ensuring a job plan is available and communicated which makes best use of the available resources and meets task requirements

works effectively with others to plan, prepare and conduct the supervision of pavement maintenance tasks to meet all requirements including:

preparing for and organising work activities to meet all task requirements

communicating clearly and concisely with others to allocate work tasks and work instructions

monitoring movements and hazards and identifying and communicating changes to the work environment during the work process

demonstrates completion of the principles of pavement maintenance that safely, effectively and efficiently meets all of the required outcomes on more than one (1) occasion including:

ensuring the provision of all tools, equipment and resources

communicating instructions effectively throughout the work activity

supplying coaching solutions where tasks require problem solving

ensuring, plant equipment and tools maintenance requirements are carried out and recorded

reporting on the execution of tasks

recommending improvements to the safety, efficiency and effectiveness of the execution of tasks

evidence of the consistent and successful supervision of pavement maintenance tasks


Evidence of Knowledge

The candidate must demonstrate knowledge in applying the principles of pavement maintenance through:

accessing, interpreting and applying the organisation and site requirements and procedures for:

identifying and managing risks

identifying, addressing and reporting environmental issues

setting up work activity

site isolation, signage, erecting barriers and traffic control

work health and safety

managing waste

selecting and checking for faults all tools and equipment to carry out tasks

supervising work to specifications

the application of the principles and methods of pavement maintenance

applying effective techniques to supervising pavement maintenance


Assessment Conditions

An assessor of this unit must satisfy the requirements of the NVR/AQTF or their successors; and Industry regulations for certification and licensing; and,

this unit must be assessed in the context of this sector’s work environment; and,

this unit must be assessed in compliance with relevant legislation/regulation and using policies, procedures, processes and operational manuals directly related to the industry sector for which it is being assessed; and,

assessment may be conducted in conjunction with the assessment of other Units of Competency; and,

assessment must confirm consistent performance can be applied in a range of relevant workplace circumstances; and,

assessors must demonstrate the performance evidence, and knowledge evidence as outlined in this Unit of Competency, and through the minimum years of current* work experience specified below in an Industry sector relevant to the outcomes of the unit; or,

where the assessor does not meet experience requirements a co-assessment or partnership arrangement must exist between the qualified assessor and an Industry subject matter expert. The Industry subject matter expert should hold the unit being assessed (or an equivalent unit) and/or demonstrate equivalence of skills and knowledge at the unit level. An Industry technical expert must also demonstrate skills and knowledge from the minimum years of current work experience specified below in the Industry sector, including time spent in roles related to the unit being assessed; and,

assessor and Industry subject matter expert requirements differ depending on the Australian Qualifications Framework Level (AQF) of the qualification being assessed and/or Industry Sector as follows:

Where this Unit is being assessed outside of the Resources and Infrastructure Sectors assessor and/or Industry subject matter expert experience should be in-line with industry standards for the sector in which it is being assessed and where no Industry standard is specified should comply with any relevant regulation.

*Assessors can demonstrate current work experience through employment within Industry in a role relevant to the outcomes of the Unit; or, for external assessors this can be demonstrated through exposure to Industry by conducting frequent site assessments across various locations.

**Where a unit is being delivered outside of a Qualification the first numeric character in the Unit code should be considered to indicate the AQF level
