Perform intermediate rigging operations


Application

This unit describes a participant’s skills and knowledge required to perform intermediate rigging operations in the Resources and Infrastructure Industries.

This unit is appropriate for those working in operational roles.

The work required in this unit relates to the National Standard for High Risk Work. Licensing, legislative, regulatory and certification requirements that apply to this unit can vary between states, territories and industry sectors. Relevant information must be sourced prior to application of the unit.


Elements and Performance Criteria

1. Plan and prepare for intermediate rigging

1.1 Access, interpret and apply rigging documentation and ensure the work activity is compliant

1.2 Obtain, read, interpret, clarify and confirm work requirements before commencing

1.3 Select and wear personal protective equipment appropriate for work activities

1.4 Develop a written preliminary rigging plan and site sketch considering essential information

1.5 Follow safety information including signage/barricade requirements

1.6 Check and confirm job feasibility and schedule with the client, the load designer and other relevant persons

1.7 Identify and address potential risks, hazards and environmental issues, and implement control measures

1.8 Finalise and confirm rigging plan including the scheduling of required resources

2. Prepare intermediate rigging equipment

2.1 Identify, select, inspect, assemble and confirm as serviceable rigging equipment, materials and tools required for the plan

2.2 Label for repair or disposal unserviceable equipment, materials and tools

2.3 Identify requirement and install fall arrest equipment with ground level installation

2.4 Determine and select personal cartage systems

3. Move loads

3.1 Calculate and confirm appropriate safe working loads and centre of gravity using load charts and standard calculation rules prior to load moving

3.2 Perform load moving in accordance with the plan and acceptable safe work practices

3.3 Perform work safely at heights, within incomplete structures and/or in confined and enclosed spaces

3.4 Connect lifting gear to load to Australian standards and manufacturer’s specifications

3.5 Connect load to movement device using appropriate and certified equipment

3.6 Ensure stability of the load by application of load movement procedure, temporary bracing and/or load support appropriate to the task

3.7 Move load to required destination and secure in position

3.8 Follow appropriate designer’s specifications during the placement and securing of the load

3.9 Dismantle and remove/restore load shifting equipment

4. Clean up

4.1 Clear work area and dispose, reuse or recycle materials

4.2 Clean, check, maintain and store plant, tools and equipment

4.3 Apply work completion procedures, notify personnel of work completion

Evidence of Performance

Evidence is required to be collected that demonstrates a candidate’s competency in this unit. Evidence must be relevant to the roles within this sector’s work operations and satisfy all of the requirements of the performance criteria of this unit and include evidence that the candidate:

locates and applies relevant documentation, policies and procedures

implements the requirements, procedures and techniques for the safe, effective and efficient performance of intermediate rigging operations including:

conducting risk assessment and implementing controls

correctly applying and using all rigging and associated equipment

maintaining written rigging records

works effectively with others to undertake and complete the performance of intermediate rigging operations that meet all of the required outcomes including:

checks and verifies work activity with client, load designer and others

communicating hazards and determining elimination or control of hazards

using a range of communication techniques and systems to convey instruction or information to others

provides end of work handover to relevant personnel

demonstrates completion of performing intermediate rigging operations that safely, effectively and efficiently meets all of the required outcomes on more than one (1) occasion including:

writing a preliminary rigging plan which must include the following points in detail:

confirmed details of rigging requirement

confirmed dimensions

site access and egress

suitability and availability of materials

tools and equipment

identification of potential hazards

control measures

identification of site coordination requirements

unless otherwise specified, rigging is to conform with the requirements of any relevant National Certification and/or Standards

performing mathematical calculations for estimation and measurement of loads

identifying, selecting, inspecting, assembling and confirming as serviceable all of the following:

rigging equipment

materials

tools

installing fall arrest equipment with ground level installation

using rope to attach tag lines using knots, bend and hitches

using ropes for splices and whipping techniques

safely moving and correctly relocating the load

performing work safely at heights

dismantle and remove/restore load shifting equipment

clear the work area, check equipment and complete all documentation and reporting requirements


Evidence of Knowledge

The candidate must demonstrate knowledge of the following when performing intermediate rigging operations:

complying with National Standard for High Risk Worksite and equipment safety requirements

equipment characteristics, technical capabilities and limitations

operational and maintenance procedures

hand and whistle signals

crane operations and limitations

safe work method statements

safety data sheets

practices and regulation for dogging and basic rigging


Assessment Conditions

An assessor of this unit must satisfy the requirements of the NVR/AQTF or their successors; and Industry regulations for certification and licensing; and,

this unit is best assessed in the context of this sector’s work environment;

where personal safety or environmental damage are limiting factors, assessment may occur in a simulated environment provided it is realistic and sufficiently rigorous to cover all aspects of this sector’s workplace performance, including environment, task skills, task management skills, contingency management skills and job role environment skills; and,

this unit must be assessed in compliance with relevant legislation/regulation and using policies, procedures, processes and operational manuals directly related to the industry sector for which it is being assessed; and,

assessment may be conducted in conjunction with the assessment of other Units of Competency; and,

assessment must confirm consistent performance can be applied in a range of relevant workplace circumstances; and,

assessors must demonstrate the performance evidence, and knowledge evidence as outlined in this Unit of Competency, and through the minimum years of current* work experience specified below in an Industry sector relevant to the outcomes of the unit; or,

where the assessor does not meet experience requirements a co-assessment or partnership arrangement must exist between the qualified assessor and an Industry subject matter expert. The Industry subject matter expert should hold the unit being assessed (or an equivalent unit) and/or demonstrate equivalence of skills and knowledge at the unit level. An Industry technical expert must also demonstrate skills and knowledge from the minimum years of current work experience specified below in the Industry sector, including time spent in roles related to the unit being assessed; and,

assessor and Industry subject matter expert requirements differ depending on the Australian Qualifications Framework Level (AQF) of the qualification being assessed and/or Industry Sector as follows:

Where this Unit is being assessed outside of the Resources and Infrastructure Sectors assessor and/or Industry subject matter expert experience should be in-line with industry standards for the sector in which it is being assessed and where no Industry standard is specified should comply with any relevant regulation.

*Assessors can demonstrate current work experience through employment within Industry in a role relevant to the outcomes of the Unit; or, for external assessors this can be demonstrated through exposure to Industry by conducting frequent site assessments across various locations.
