Conduct slewing crane operations


Application

This unit describes a participant’s skills and knowledge required to conduct slewing crane operations in the Resources and Infrastructure Industries.

This unit is appropriate for those working in operational roles.

Licensing, legislative, regulatory and certification requirements that apply to this unit can vary between states, territories and industry sectors. Relevant information must be sourced prior to application of the unit.


Elements and Performance Criteria

1. Plan and prepare for slewing crane operations

1.1 Access, interpret and apply crane operation documentation and procedures and ensure the work activity is compliant

1.2 Obtain, read, interpret, clarify and confirm work requirements

1.3 Identify and address potential risks, hazards and environmental issues, and implement control measures

1.4 Select and wear personal protective equipment appropriate for work activities

1.5 Access, interpret and apply safety information and procedures throughout the work activity

1.6 Prepare work in accordance with AS2550, relevant legislation, safety requirements and manufacturer/site requirements

1.7 Carry out assembly and dismantling of boom/jib

1.8 Coordinate activities with others prior to commencement of, and during, the work activity

2. Operate slewing crane

2.1 Carry out pre-start, start-up, park-up and shutdown procedures

2.2 Position, stabilise and level crane prior to commencement of lift operations

2.3 Prepare load for lift in accordance with crane limitations and rigging requirements

2.4 Confirm the work area is clear and safe prior to commencing the lift

2.5 Use crane controls and functions to lift and position loads or personnel

2.6 Act on or report monitoring systems and alarms

2.7 Recognise and respond to hazardous and emergency situations

2.8 Complete work according to the agreed work plan

3. Travel crane

3.1 Plan a firm and level route for the crane travel

3.2 Identify and control hazards along the route

3.3 Travel the crane

4. Perform multiple crane lift

4.1 Obtain approval to carry out a multiple crane lift from the appropriate statutory authority

4.2 Plan multiple lift and obtain approval for lifting plan by an authorised person

4.3 Carry out the authorised plan under the supervision of and authorised person

5. Perform crane operator maintenance

5.1 Perform slewing crane inspections and fault finding

5.2 Conduct routine operational servicing, lubrication and housekeeping tasks

5.3 Conduct minor operator maintenance

5.4 Provide operator support during preparation for, and conduct of, major maintenance tasks

Evidence of Performance

Evidence is required to be collected that demonstrates a candidate’s competency in this unit. Evidence must be relevant to the roles within this sector’s work operations and satisfy all of the requirements of the performance criteria of this unit and include evidence that the candidate:

locates and applies relevant documentation, policies and procedures

implements the requirements, procedures and techniques for the safe, effective and efficient completion of conducting slewing crane operations including:

planning and preparing for slewing crane operations

performing slewing crane inspections and fault finding

accessing, interpreting and applying technical information

selecting and using relevant tools and equipment

works effectively with others to undertake and complete the slewing crane operations that meet all of the required outcomes including:

using a range of communication techniques and equipment to convey information to others

maintaining written and verbal reporting requirements and procedures

coordinating, planning and obtaining approval from authorised person to perform multiple crane lift

demonstrates completion of conducting slewing crane operations that safely, effectively and efficiently meets all of the required outcomes on more than one (1) occasion including:

completing pre-start, start-up, park-up and shutdown procedures

operating the slewing crane

travelling the crane

completing multiple crane lift

disposing of environmentally sensitive fluids and materials

calculating volume weights


Evidence of Knowledge

The candidate must demonstrate knowledge of the following when conducting slewing crane operations:

accessing and applying the National Standard for High Risk Work

accessing, interpreting and applying technical information

identifying crane equipment characteristics, technical capabilities and limitations

applying hand-eye coordination

applying diagnostic techniques

accessing and interpreting basic geological and survey data

identifying, interpreting and using hand and whistle signals


Assessment Conditions

An assessor of this unit must satisfy the requirements of the NVR/AQTF or their successors; and Industry regulations for certification and licensing; and,

this unit is best assessed in the context of this sector’s work environment;

where personal safety or environmental damage are limiting factors, assessment may occur in a simulated environment provided it is realistic and sufficiently rigorous to cover all aspects of this sector’s workplace performance, including environment, task skills, task management skills, contingency management skills and job role environment skills; and,

this unit must be assessed in compliance with relevant legislation/regulation and using policies, procedures, processes and operational manuals directly related to the industry sector for which it is being assessed; and,

assessment may be conducted in conjunction with the assessment of other Units of Competency; and,

assessment must confirm consistent performance can be applied in a range of relevant workplace circumstances; and,

assessors must demonstrate the performance evidence, and knowledge evidence as outlined in this Unit of Competency, and through the minimum years of current* work experience specified below in an Industry sector relevant to the outcomes of the unit; or,

where the assessor does not meet experience requirements a co-assessment or partnership arrangement must exist between the qualified assessor and an Industry subject matter expert. The Industry subject matter expert should hold the unit being assessed (or an equivalent unit) and/or demonstrate equivalence of skills and knowledge at the unit level. An Industry technical expert must also demonstrate skills and knowledge from the minimum years of current work experience specified below in the Industry sector, including time spent in roles related to the unit being assessed; and,

assessor and Industry subject matter expert requirements differ depending on the Australian Qualifications Framework Level (AQF) of the qualification being assessed and/or Industry Sector as follows:

Where this Unit is being assessed outside of the Resources and Infrastructure Sectors assessor and/or Industry subject matter expert experience should be in-line with industry standards for the sector in which it is being assessed and where no Industry standard is specified should comply with any relevant regulation.

*Assessors can demonstrate current work experience through employment within Industry in a role relevant to the outcomes of the Unit; or, for external assessors this can be demonstrated through exposure to Industry by conducting frequent site assessments across various locations.
