Application

This unit describes a participant’s skills and knowledge required to select and install surface plant and equipment in Metalliferous mining and Extractive.

This unit is appropriate for those working in management or technical specialist roles.

Elements and Performance Criteria

1. Plan and prepare for surface plant and equipment selection and installation

1.1 Access, interpret and apply surface plant and equipment installation documentation and ensure the work activity is compliant

1.2 Obtain, read, interpret, clarify and confirm work requirements

1.3 Identify and address potential risks, hazards and environmental issues and implement control measures

1.4 Select and wear personal protective equipment appropriate for work activities

1.5 Identify and communicate with internal and external stakeholders

1.6 Identify parameters to be applied in the identification and selection process

1.7 Draft the specification for plant and/or equipment that meets the requirements of the identified parameters

2. Identify and select plant and/or equipment

2.1 Involve internal and external stakeholders in the identification and selection process, and gain their support for the outcomes

2.2 Identify options that meet the identification and selection parameters

2.3 Gather, validate and assess the data on the various options relevant to the identification and selection parameters

2.4 Analyse the various options and select the option that best meets the required parameters

3. Justify and recommend acquisition of plant/ equipment

3.1 Involve internal and external stakeholders in the justification and recommendation process, and gain their support for the outcomes

3.2 Draft the recommendation for the selected plant and/or equipment

3.3 Present the recommendation for plant and/or equipment to be acquired to relevant persons

4. Manage the installation of plant and/or equipment

4.1 Inform internal and external stakeholders of the outcomes of the approval process

4.2 Involve internal and external stakeholders in the planning for and conduct of the installation of plant and/or equipment, and gain their support for the outcomes

4.3 Select suppliers and contractors

4.4 Issue orders and/or contracts for the initiation of the project

4.5 Supervise and coordinate the safe, effective and efficient installation of the plant and/or equipment

4.6 Ensure records of cost are maintained and monitored against the budget

5. Manage the commission of plant and/or equipment

5.1 Involve internal and external stakeholders in the commissioning process and gain their support for the outcomes

5.2 Conduct risk assessment of new plant/equipment to determine control measures to be applied

5.3 Develop or revise operating procedures taking into account the requirements and characteristics of the new plan and/or equipment and the outcomes of the risk assessment

5.4 Provide training for all relevant personnel to cover any requirements of the new plant and/or equipment and the outcomes of the risk assessment

5.5 Supervise the operation, testing and adjustment of the plant/equipment and asses and record its performance against the specification

5.6 Acknowledge the completion of the installation and commissioning of the plant and/or equipment in accordance with the terms of the contract

6. Review and report on outcome of plant and/or equipment acquisition

6.1 Develop strategies and reporting mechanisms for the ongoing reporting of performance of plant and/or equipment

6.2 Ensure installation records and reports are maintained and forwarded to relevant personnel

6.3 Establish feedback mechanisms to ensure that the planning processes and outcomes are continuously improved

6.4 Review and report on the performance of suppliers or contractors and plant and equipment against specification and contract requirements and general performance

Evidence of Performance

Evidence is required to be collected that demonstrates a candidate’s competency in this unit. Evidence must be relevant to the roles within this sector’s work operations and satisfy all of the requirements of the performance criteria of this unit and include evidence that the candidate:

locates and applies relevant legislation, documentation, policies and procedures

implements procedures and techniques for the safe, effective and efficient selection and installation of surface plant and equipment including:

identifying and addressing training needs

implementing hazard identification and risks assessment processes

managing work planning and coordination activities

accessing, interpreting and applying procedures for

drafting and interpretation of specifications/interpret tender documents

drafting and interpretation of contract management documents

managing purchasing

capital expenditure applications preparation

contract management

assessing of operating capacity

assessing of the compatibility of items of plant and equipment

determining ownership cost

determining operating cost targets

determining product support requirements

identifying market considerations

identifying operational considerations

works with others to undertake and complete the selection and installation surface plant and equipment including:

providing team leadership

managing people and processes

resolving conflict

coordinating human, financial and physical resources

developing, initiating and administering work plans

interpret and apply operational performance data

engaging internal and external stakeholders

demonstrates completion of the selection and installation of surface plant and equipment that safely, effectively and efficiently meets all of the required outcomes on more than one (1) occasion including:

identification of the relevant information and scope of the work

identifying the full range of specification requirements including parameters for selection and installation of plant and/or equipment

identifying all aspects of the site surface plant and equipment

managing the installation of plant and/or equipment

managing the commission of plant and/or equipment

managing the review and reporting processes of plant and/or equipment acquisition

managing the installation and commissioning processes

gathering, validating and assessing the data on the various options

assessing options, in consultation, that meet the identification and selection parameters


Evidence of Knowledge

The candidate must demonstrate knowledge in selecting and installing surface plant and equipment through:

legislative, organisation and site requirements and procedures for;

risk management

statutory compliance

development approval, mining licences (or equivalent)

work, health and safety

environmental management

quality requirements

purchasing capital expenditure

contract management

administration requirements (including records and reports)

plant and equipment characteristics, capabilities and limitation

specification requirements

contract requirements

operating cost record and analysis procedures

product support requirements

market information

operational requirements

approved suppliers procedure


Assessment Conditions

An assessor of this unit must satisfy the requirements of the NVR/AQTF or their successors; and Industry regulations for certification and licensing; and,

this unit must be assessed in the context of this sector’s work environment; and,

this unit must be assessed in compliance with relevant legislation/regulation and using policies, procedures, processes and operational manuals directly related to the industry sector for which it is being assessed; and,

assessment may be conducted in conjunction with the assessment of other Units of Competency; and,

assessment must confirm consistent performance can be applied in a range of relevant workplace circumstances; and,

assessors must demonstrate the performance evidence, and knowledge evidence as outlined in this Unit of Competency, and through the minimum years of current* work experience specified below in an Industry sector relevant to the outcomes of the unit; or,

where the assessor does not meet experience requirements a co-assessment or partnership arrangement must exist between the qualified assessor and an Industry subject matter expert. The Industry subject matter expert should hold the unit being assessed (or an equivalent unit) and/or demonstrate equivalence of skills and knowledge at the unit level. An Industry technical expert must also demonstrate skills and knowledge from the minimum years of current work experience specified below in the Industry sector, including time spent in roles related to the unit being assessed; and,

assessor and Industry subject matter expert requirements differ depending on the Australian Qualifications Framework Level (AQF) of the qualification being assessed and/or Industry Sector as follows:

Where this Unit is being assessed outside of the Resources and Infrastructure Sectors assessor and/or Industry subject matter expert experience should be in-line with industry standards for the sector in which it is being assessed and where no Industry standard is specified should comply with any relevant regulation.

*Assessors can demonstrate current work experience through employment within Industry in a role relevant to the outcomes of the Unit; or, for external assessors this can be demonstrated through exposure to Industry by conducting frequent site assessments across various locations.
