This unit describes a participant’s skills and knowledge required to establish and maintain the stockpile management system in Coal and Metalliferous mining and Extractive.
This unit is appropriate for those working in management or technical specialist roles.

Elements and Performance Criteria
1. Plan and prepare stockpile management system | 1.1 Access, interpret and apply stockpiling operations documentation and ensure the work activity is compliant 1.2 Analyse and document organisation goals, objectives and strategies in relation to the establishment of the management system 1.3 Investigate and analyse worksite environments to develop options, strategies and anticipated outcomes 1.4 Develop and implement strategies that translate the objective into the planning process |
2. Facilitate the design of system | 2.1 Ensure the requirements for and the purpose of stockpile management systems are identified in accordance with legislative requirements 2.2 Ensure specifications for stockpile systems are developed from a comprehensive analysis of site requirements 2.3 Ensure system options are identified from an analysis of all relevant technical, operational and financial information 2.4 Evaluate the economics and efficiency of the stockpiling system options and configurations |
3. Facilitate the selection of equipment for the management systems | 3.1 Ensure the requirements for and the purpose of stockpile equipment is identified against systems requirements 3.2 Ensure a detailed scoping of the work requirement is conducted, and that key selection criterion, including hazard identification and risk analysis, is developed 3.3 Ensure a specification for the required stockpile equipment is developed 3.4 Ensure the preferred equipment solutions are selected on the basis of performance against specification requirements |
4. Facilitate installation and commissioning procedures | 4.1 Ensure a procedure to identify hazards and analyse and evaluate risks associated with the installation of stockpiling systems and equipment is developed and implemented 4.2 Ensure the integration of new and existing systems and processes is planned and prepared to achieve optimum performance 4.3 Ensure safe operating procedures and rules are developed from a detailed analysis of site requirements 4.4 Ensure procedures for installing and commissioning stockpile systems and equipment are developed and implemented 4.5 Ensure a program to satisfy identified stockpiling training requirements is implemented 4.6 Ensure emergency response and evacuation systems, plans and procedures are implemented |
5. Facilitate the implementation of plans for the operation and maintenance of the systems | 5.1 Ensure operational procedures for stockpile systems and equipment are developed from legislative and organisation’s requirements and are incorporated into site documentation 5.2 Ensure maintenance procedures for stockpile systems and equipment are developed from legislative and organisation’s requirements and are incorporated into site documentation 5.3 Ensure procedures for reviewing and modifying work processes are developed and implemented |
6. Establish systems for audit and review of systems | 6.1 Establish procedures to evaluate and confirm system/equipment compliance with statutory and site requirements 6.2 Ensure future stockpile systems and equipment requirements are identified and assessed and incorporate into planning processes 6.3 Ensure procedures to confirm the currency and compliance of stockpile maintenance and safety standards are developed and implemented 6.4 Ensure the system for recording and reporting of stockpile and equipment information is developed and implemented 6.5 Audit the stockpile training program for currency and relevance 6.6 Ensure procedures for incorporating feedback into the audit/review system are developed and implemented 6.7 Audit emergency response and evacuation systems, plans and procedures for compliance with site requirements 6.8 Ensure procedures for response to instances of non- compliance or other discrepancies/deficiencies revealed by audit are developed and implemented |
Evidence of Performance
Evidence is required to be collected that demonstrates a candidate’s competency in this unit. Evidence must be relevant to the roles within this sector’s work operations and satisfy all of the requirements of the performance criteria of this unit and include evidence that the candidate:
locates and applies applicable legislation, documentation, policies and procedures
works effectively with others to undertake and effective establishment and maintenance of stockpile management systems to meet all required outcomes including:
preparing for and organising work activities to meet all task requirements
communicating clearly and concisely with others to issue and clarify work instructions
using a range of communication techniques and aids to advise others of work activity and exclusion zones
demonstrates completion of the establishment and maintenance of stockpile management system that safely, effectively and efficiently meets all of the required outcomes on more than one (1) occasion including:
analysing and documenting goals, objectives and strategies
investigating and analysing work environment
developing systems to achieve indicated goals and objectives
establish specifications for stockpile management systems
carrying out detailed scoping of work to identify:
key selection criteria
risk and hazard identification
required stockpile equipment
developing and implementing procedures and systems for:
hazard identification and risk evaluation
safe operation procedures
installation and commissioning of stockpile systems
emergency response and evacuation
training requirements
establishing systems for audit, review and documentation of stockpile systems, emergency procedures, training programs and non-compliance
Evidence of Knowledge
The candidate must demonstrate knowledge of the following when establishing and maintaining the stockpile management system through:
plant and equipment capabilities and limitations
use of strategic planning techniques for stockpile design and configuration
auditing, monitoring, recording and reporting systems, in consultation with stakeholders
training systems, identification of training needs for individuals and work groups, and implementation of training plans
consultation, emergency response and evacuation planning processes and techniques
critical path analysis, planning methods and techniques
corporate planning model and techniques
risk management processes and techniques
advanced negotiation and assertiveness techniques
organisational change and development process
action plans
site environmental monitoring requirements
worksite plans and operations
worksite products
emergency response and evacuation planning processes and techniques
Assessment Conditions
An assessor of this unit must satisfy the requirements of the NVR/AQTF or their successors; and Industry regulations for certification and licensing: and,
this unit must be assessed in the context of this sector’s work environment; and,
this unit must be assessed in compliance with relevant legislation/regulation and using policies, procedures, processes and operational manuals directly related to the industry sector for which it is being assessed; and,
assessment may be conducted in conjunction with the assessment of other Units of Competency; and,
assessment must confirm consistent performance can be applied in a range of relevant workplace circumstances; and,
assessors must demonstrate the performance evidence, and knowledge evidence as outlined in this Unit of Competency, and through the minimum years of current* work experience specified below in an Industry sector relevant to the outcomes of the unit; or,
where the assessor does not meet experience requirements a co-assessment or partnership arrangement must exist between the qualified assessor and an Industry subject matter expert. The Industry subject matter expert should hold the unit being assessed (or an equivalent unit) and/or demonstrate equivalence of skills and knowledge at the unit level. An Industry technical expert must also demonstrate skills and knowledge from the minimum years of current work experience specified below in the Industry sector, including time spent in roles related to the unit being assessed; and,
assessor and Industry subject matter expert requirements differ depending on the Australian Qualifications Framework Level (AQF) of the qualification being assessed and/or Industry Sector as follows:

*Assessors can demonstrate current work experience through employment within Industry in a role relevant to the outcomes of the Unit; or, for external assessors this can be demonstrated through exposure to Industry by conducting frequent site assessments across various locations.
