Operate fire and life safety system within a tunnel


Application

This unit involves the skills and knowledge required to operate fire and life safety systems within a tunnel and to activate safety system procedures.

It includes the application of workplace safe work instructions and procedures and regulatory requirements in operating, and maintaining fire and life safety systems. It also includes developing an understanding of the risk management procedures for operating fire and life safety systems within a tunnel.

Tasks are performed individually within a control environment. The role may at times be required to work within a team environment.

No licensing, legislative or certification requirements apply to this unit at the time of publication.

Operate fire and life safety systems

1.1

Fire and life safety systems are operated on control panels in accordance with workplace procedures, including in a degraded or contingency state

Electrical distribution systems are identified and operated in accordance with workplace procedures

Pumps and drainage systems are identified and operated in accordance with workplace procedures

Relevant information is processed to establish priorities and responses for dealing with issues or incidents

Intelligent transport systems (ITSs) in tunnels are coordinated to ensure safety of all traffic

Fire and life safety systems are maintained in accordance with workplace procedures

Ventilation and/or deluge systems are operated in accordance with workplace procedures

Evidence of Performance

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements and performance criteria on at least one occasion and include:

activating tunnel fire and life safety system as it applies to the workplace and within the job role

applying fatigue management knowledge and techniques

briefing emergency services accurately about tunnel layout, and available equipment and its use

communicating effectively and calmly with others when operating within a road tunnel control room environment

completing documentation/updating traffic management systems related to operating fire and life safety systems within a tunnel

evacuating a tunnel

identifying all relevant liaisons that apply when required to activate tunnel fire and life safety systems

identifying and correctly using equipment in accordance with environmental protection regulations and guidelines

identifying maintenance requirements/scheduling of fire and life safety systems in accordance with workplace procedures

identifying tunnel layout

implementing contingency plans

modifying activities depending on operational contingencies, risk situations and environments

operating and adapting to differences in equipment availability in accordance with standard operating procedures

operating electronic communications equipment to required protocol

reading and interpreting relevant instructions, procedures and information

reporting and/or rectifying identified problems and faults in accordance with regulatory requirements and workplace procedures.


Evidence of Knowledge

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements, performance criteria and include knowledge of:

electrical distribution system as it applies to the workplace and job role

emergency procedures

emergency services liaison

emergency vehicle access to tunnel

fire and life safety systems as they apply in the workplace

purpose and operations of fire and safety systems used in a tunnel, including electrical distribution system, pumps and drainage system, ventilation system

site layout/tunnel familiarisation

ventilation and deluge systems as they apply to relevant environmental procedures and guidelines, the workplace and job role

workplace procedures and guidelines for operating fire and life safety systems within a road tunnel and relevant work health and safety (WHS)/occupational health and safety (OHS) procedures and guidelines.


Assessment Conditions

As a minimum, assessors must satisfy applicable regulatory requirements, which include requirements in the Standards for Registered Training Organisations current at the time of assessment.

Assessment must occur in workplace operational situations where it is appropriate to do so. Where this is not appropriate, assessment must occur in simulated workplace operational situations that replicate workplace conditions.

Online assessment is not suitable for final assessment of this unit of competency.

Assessment processes and techniques must be appropriate to the language, literacy and numeracy requirements of the work being performed and the needs of the candidate.

applicable documentation including workplace procedures, regulations, codes of practice and operation manuals

fire and life safety systems

relevant materials, tools, equipment and personal protective equipment currently used in industry.
