This unit involves the skills and knowledge required to apply planned track possession protection for the infrastructure and work groups on a rail network during rail work activities, in accordance with legislative and regulatory requirements. The possession of the track will involve long-term planning for work activities that will disrupt rail operations. It includes following policies, procedures and protocols of the access provider. Licensing or certification requirements are not applicable to this unit.

Application

Persons achieving competence in this unit will need to fulfil the legislated rail safety requirements including acts and regulations from the applicable state or territory together with any nationally approved compliance codes and/or guidelines.

It involves the application of access provider's policies, procedures and protocols related to applying rail safety requirements to work activities.

Work is performed following established procedures, with accountability and responsibility for self and others in achieving the prescribed outcomes within the limits of responsibility of the worker concerned.

1.1 The site protection arrangements plan is developed or sourced and read to determine the planning requirements for track possession for rail work activity

1.2 Access provider is notified of intention to possess and approval is advertised

1.3 The work group supervisor is advised of advertised approval

1.4 Resources are organised to provide adequate protection for the infrastructure and work group during rail work activity

2Take possession of track

2.1 Permission to possess is requested of network control officer in accordance with the advertised approval

2.2 Resources to provide adequate protection for the infrastructure and work group during work activity are placed in accordance with the advertised approval

2.3 The work group supervisor is advised that possession has been issued

2.4 Track possession is monitored for effectiveness

2.5 Any adjustments to track possession are negotiated with network control officer

2.6 Entry to limits of the advertised possession is prevented

3Cancel track possession

3.1 Work group supervisor confirms that work activity is completed and track is safe for rail traffic

3.2 Resources used to provide protection are removed in accordance with the advertised approval

3.3 Permission to cancel track possession is requested in accordance with the advertised approval

4Manage unsafe situations or emergencies

4.1 Unsafe situations and/or emergencies are identified

4.2 Work group is instructed to move to a safe place

4.3 Appropriate action is taken to minimise risk and/or injury in accordance with workplace procedures

4.4 Emergencies and/or incidents are recorded and reported to relevant personnel in accordance with workplace procedures
