Application

This unit involves the skills and knowledge required to assess documentation for compliance with biosecurity border clearance in accordance with legislation, regulatory requirements and workplace requirements.

This unit applies to individuals assessing documentation for compliance with biosecurity border clearance. Work is undertaken in a range of environments including small to large worksites in the custom broking and international freight forwarding industries.

No licensing, legislative or certification requirements apply to this unit at the time of publication.

Comply with noncommodity documentation requirements and declarations

1.1

Documentation for compliance with noncommodity concerns related to cargo type is assessed in accordance with the Non commodity for Containerised Cargo Clearance (NCCC) Scheme Processes and Outcomes Document (POD) and noncommodity information requirements policy

Documentation for compliance with noncommodity concern statements is assessed in accordance with NCCC POD

Treatment certificates are assessed for compliance with treatment certificate requirements for solid timber packaging or dunnage

Documentation to determine delivery location category is assessed in accordance with NCCC POD and noncommodity information requirements policy

Correct answers for noncommodity declaration are determined when lodging full import declaration in accordance with NCCC POD

Correct answers for noncommodity declaration when lodging full import declaration are assessed in accordance with NCCC POD

Relevant records are maintained in accordance with regulatory requirements and workplace procedures

Comply with commodity documentation requirements and declarations

2.1

Documentation for commodities is assessed within scope of arrangement in accordance with the Automatic Entry Processing for Commodities (AEPCOMM) POD

Commodity related documentation is assessed for compliance with commodity concerns in accordance with the AEPCOMM POD

2.3

Correct commodity code and premises identifier (ID) are determined for automatic entry processing for commodity as appropriate in accordance with the AEPCOMM

Relevant records are maintained in accordance with regulatory requirements and workplace procedures

Comply with minimum document requirements

3.1

Documentation is assessed for compliance with overarching requirements in accordance with minimum documentary and import declaration requirements policy

3.2

Documentation is assessed for compliance with format requirements in accordance with minimum documentary and import declaration requirements policy

3.3

Consignment specific documentation is assessed for compliance with relevant requirements (such as transport documentation or government certification) in accordance with minimum documentary and import declaration requirements policy

3.4

Relevant records are maintained in accordance with regulatory requirements and workplace procedures

Evidence of Performance

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements and performance criteria on at least one occasion and include:

assessing documents, answering lodgement questions and determining appropriate automatic entry process (AEP) codes

assessing documents with required attention to detail

assessing whether documents are compliant with the requirements of the purpose for which they are to be used

ensuring currency of relevant legislative and regulatory knowledge

ensuring documents being assessed for an import shipment correctly input AEP codes

maintaining records in accordance with regulatory requirements

reading and interpreting relevant Acts and legislation.


Evidence of Knowledge

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements and performance criteria and include knowledge of:

general awareness of biosecurity border clearance requirements

obligations of person engaged in a regulatory arrangement

policies regarding compliance with requirements of a regulatory arrangement

relevant legislation, regulations, schemes, policies and procedures such as:

Automatic Entry Processing (AEP) for Commodities Scheme

minimum documentary and import declaration requirements policy

noncommodity information requirements policy

Noncommodity for Containerised Cargo Clearance (NCCC) Scheme.


Assessment Conditions

As a minimum, assessors must satisfy applicable regulatory requirements, which include requirements in the Standards for Registered Training Organisations current at the time of assessment.

Assessment must occur in workplace operational situations where it is appropriate to do so. Where this is not appropriate, assessment must occur in simulated workplace operational situations that replicate workplace conditions.

Assessment processes and techniques must be appropriate to the language, literacy and numeracy requirements of the work being performed and the needs of the candidate.

Resources for assessment include:

a range of relevant exercises, case studies and/or simulations

applicable documentation including workplace procedures, regulations, codes of practice and operation manuals

relevant materials, tools, equipment and personal protective equipment currently used in industry.
