Tips for gathering evidence to demonstrate your skills

The important thing to remember when gathering evidence is that the more evidence the better - that is, the more evidence you gather to demonstrate your skills, the more confident an assessor can be that you have learned the skills not just at one point in time, but are continuing to apply and develop those skills (as opposed to just learning for the test!). Furthermore, one piece of evidence that you collect will not usualy demonstrate all the required criteria for a unit of competency, whereas multiple overlapping pieces of evidence will usually do the trick!

PSPTRAN601 - Manage network access

What evidence can you provide to prove your understanding of each of the following citeria?

Undertake strategic research and liaison

  1. Research is undertaken on issues affecting the road network, general access road users and restricted access vehicles using up-to-date, authenticated references.
  2. Industry liaison and consultation is undertaken impartially and with due regard for operational expertise, regarding heavy transport issues from an industry perspective.
  3. Community, local government and ministerial liaison is undertaken objectively to identify heavy transport issues from road user perspectives.
  4. Consultation is undertaken with engineers and road infrastructure experts to identify constraints and possible solutions to identified heavy transport issues that meet legislative and organisational requirements.
  5. Emergency management information is accessed to identify heavy transport issues that may impact on disaster management planning and response.

Contribute to network access planning

  1. Existing routes are re-assessed in relation to identified problems, and current requirements are confirmed or new solutions devised that meet legislative and stakeholder requirements.
  2. Creation of new routes is conceived to meet diverse needs in response to multiple pressures.
  3. Disaster management route planning is undertaken including infrastructure considerations, and conceived routes validated with emergency management authorities.

Facilitate network access management

  1. Processes are set up for gazetting and disseminating information on network access that are easy to use and address the needs of stakeholders.
  2. Information management systems are set up or reviewed to meet the needs of stakeholders for timely access to information on conditions and restrictions for heavy vehicles to access the road network.

Instructions to Assessors

Evidence Guide

The Evidence Guide specifies the evidence required to demonstrate achievement in the unit of competency as a whole. It must be read in conjunction with the Unit descriptor, Performance Criteria, the Range Statement and the Assessment Guidelines for the Public Sector Training Package.

Critical aspects for assessment and evidence required to demonstrate competency in this unit

In addition to integrated demonstration of the elements and their related performance criteria, look for evidence that confirms consistency of performance in managing network access.

This will include evidence of:

decision making relating to at least three actual or simulated network access situations on three separate occasions or for three different situations/contexts

at least one non-routine situation requiring creative solution/s

adhering to legal, ethical and organisational requirements relating to the management of network access

Context of and specific resources for assessment

Assessment must ensure access to a real or simulated workplace environment that closely resembles normal work practice and replicates the range of conditions likely to be encountered while managing network access, including coping with difficulties, irregularities and breakdowns in routine.

Access is required to resources such as:

applicable legislation, policies and procedures

case studies and workplace scenarios to capture the range of requirements for situations likely to be encountered

Method of assessment

Assessment methods suitable for valid and reliable assessment of this unit of competency may include, but are not limited to, a combination of 2 or more of:

case studies

demonstration

observation

written or oral questions

scenarios

simulation or role plays

authenticated evidence from the workplace and/or training courses

Guidance information for assessment

Assessment methods should reflect workplace demands, such as literacy, and the needs of particular groups, such as:

people with disabilities

people from culturally and linguistically diverse backgrounds

Aboriginal and Torres Strait Islander people

women

young people

older people

people in rural and remote locations

Required Skills and Knowledge

This section describes the essential skills and knowledge and their level, required for this unit.

Skill requirements

communication skills to:

liaise and consult with transport operators and road users

relate to persons from diverse backgrounds

problem solving skills to:

identify solutions to network access problems

conceive new routes

planning and organising skills to:

undertake research

undertake disaster management route planning

review or set up processes and systems for gazetting and disseminating network access information

literacy skills to:

read legislation, regulations, conditions and restrictions

interpret different perspectives on problem heavy transport issues

self-management skills to:

remain objective and impartial when obtaining a range of perspectives on problem heavy transport issues

computer technology skills to:

set up and review information management systems

Knowledge requirements

state/territory legislation, policy, procedures and guidelines relating to road network access

conditions and restrictions for access to the road network

gazetted routes

heavy transport industry, issues and stakeholders

community and road user stakeholders

strategic route planning considerations especially those relating to disaster management or emergency response

public sector legislation and codes of practice particularly those dealing with privacy, diversity, environmental and occupational health and safety requirements

Range Statement

The Range Statement provides information about the context in which the unit of competency is carried out. The variables cater for differences between States and Territories and the Commonwealth, and between organisations and workplaces. They allow for different work requirements, work practices and knowledge. The Range Statement also provides a focus for assessment. It relates to the unit as a whole. Text in bold italics in the Performance Criteria is explained here.

Heavy transport issues may include:

restricted road network access

speed limits below those posted for general access vehicles

restricted hours of operation

other permit conditions

permit fees and charges

noise

pollution

damage to road infrastructure

traffic delays

road closures

dangerous loads

oversize and/or over-mass vehicles

crashes

Multiple pressures may be from:

transport industry

other industries who are transport dependant

industry associations

community

environmentalists

local and state governments

utility providers
