This unit specifies the skills and knowledge required to assist in the operation of the tank fabric collapsible marine (TFCM) system to transfer fuel from ships anchored offshore to shorebased storage facilities.

It includes preparing and receiving a fuel bladder from a suitable marine vessel and issuing fuel from the TCFM system to shorebased operations.

The TCFM system is a flexible fuel storage tank that is installed onto a suitable marine vessel; it is used in the maritime environment where no other facilities exist to transfer fuel from ship to shorebased field fuel installations.

The skills and knowledge described in this unit must be applied within the legislative, regulatory and policy environment in which they are carried out. Organisational policies and procedures must be consulted and adhered to.

Persons undertaking this unit work in a team under supervision and perform routine tasks in familiar contexts.

Receive fuel from ship

Install flexible fabric tank onto vessel from the shore or directly off a ship in accordance with instructions, operational procedures and manufacturer specifications

Connect TFCM system to ship’s pipeline in preparation for transfer operations

Conduct pre-operation checks in accordance with manufacturer instructions and operational procedures

Test fuel for product contamination, record results and quarantine defective product as required

assisting in the operation of the tank fabric collapsible marine (TFCM) system

controlling fuel spills

dealing effectively with unplanned events

handling cleaning chemicals

identifying hazards, assessing risks and implementing control measures

interpreting fuel markings and panels

interpreting technical diagrams and publications

operating fuel pumping and discharge systems

responding to emergencies in accordance with emergency response plans

selecting and fitting appropriate personal protective equipment.

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements and performance criteria and include knowledge of:

As a minimum, assessors must satisfy applicable regulatory requirements, which include requirements in the Standards for Registered Training Organisations current at the time of assessment.

Assessment processes and techniques must be appropriate to the language, literacy and numeracy requirements of the work being performed and the needs of the candidate.

Assessment must occur in workplace operational situations, where it is appropriate to do so; where this is not appropriate, assessment must occur in simulated workplace operational situations that replicate workplace conditions.

Resources for assessment must include access to:

a range of relevant exercises, case studies and/or other simulations

relevant and appropriate materials, tools, safety equipment and personal protective equipment currently used in industry including:

TFCM system

bulk fuel tankers or simulated platform

suitable fuel products

specific workplace operating procedures and publications

applicable documentation including operational procedures, regulations, codes of practice and operation manuals.
