Elements and Performance Criteria

1. Review the allocation of resources
   • Access, interpret and apply site planning documentation and ensure the work activity is compliant
   • Ensure that systems for reviewing the allocation of resources provide accurate, comprehensive and up-to-date information
   • Ensure that review criteria includes Industry accepted performance measures for the allocation of resources
   • Ensure the review compares the performance of the worksite with others
   • Ensure that the review shows how effective the worksite’s methods are compared to alternative methods of allocating resources
   • Gather, store and use information on the allocation of resources
2. Evaluate proposals for expenditure
   • Ensure that selected expenditure evaluation criteria are relevant, fair and clear
   • Evaluate proposals against the stated criteria within the agreed timescale
   • Evaluate proposals for their expected benefits and costs
   • Ensure that the accepted proposals clearly show how they support the worksite’s objectives, strategies, values and policies
   • Highlight weaknesses or inconsistencies in proposals to form a justifiable case for rejection or amendment
   • Conduct verbal and written negotiations over proposals in a manner likely to ensure the cooperation, confidence and goodwill of the stakeholders
3. Develop and maintain worksite budgets
   • Analyse and interpret financial information for profit/productivity performance
   • Access performance and financial systems and processes to assess progress in achieving profit/productivity plans and targets
   • Develop, monitor and maintain the annual budget
   • Manage systems, procedures and written records associated with documenting resource acquisition and usage
4. Obtain resources for the worksite activities
   • Present a case for obtaining resources which is clear, consistent and supported by sound argument
   • Pursue realistic alternative courses of action when the resources required are not fully realised
   • Ensure that all verbal and written agreements, communications and other activities to obtain resources are consistent with the mission, values and policies

Performance Evidence

Evidence is required to be collected that demonstrates a candidate’s competency in this unit. Evidence must be relevant to the roles within this sector’s work operations and satisfy all of the requirements of the performance criteria of this unit and include evidence that the candidate:

locates and applies relevant legislation, documentation, policies and procedures

implements procedures and techniques for the safe, effective and efficient resourcing of site plans and objectives including:

identifying how the different parts of the worksite and its environment fit together

identifying viable options and the selection of methods of resourcing site plans and objectives that best meet the required outcomes

identifying relevant information and scope of the work required to meet the required outcomes

making best use of existing sources of information

creating and preparing strategies for influencing others

works effectively with others to undertake and complete the resourcing of site plans and objectives including:

adopt communication styles appropriate to listeners and situations, including selecting an appropriate time and place

develop and use contacts to trade information, and obtain support and resources

actively encourage the free exchange of information

demonstrates completion of resource site plans objectives that safely, effectively and efficiently meets all of the required outcomes on more than one (1) occasion including:

determining the culture of the worksite and act to work within it or influence it

seeking information from multiple sources to evaluate proposals for expenditure

breaking down processes into tasks and activities and obtain resources to sustain activity

develop and maintain an annual budget that demonstrate the relationship between goals and actions that meet the strategic aims

Knowledge Evidence

The candidate must demonstrate knowledge of resourcing site plans and objectives through:

applying legislative, organisation and site requirements and procedures for:

financial analysis, planning and management

human resource management

risk management processes and techniques

industrial awards/enterprise agreements

Work Health and Safety requirements

critical path analysis, planning methods and techniques

advanced communication techniques

assertive techniques
