Elements and Performance Criteria

1. Plan and prepare for implementation of the emergency preparedness and response systems in an underground coal mine
   • Access, interpret and apply underground coal mine emergency preparedness and response system documentation and ensure the work activity is compliant
   • Obtain, read, interpret, clarify and confirm work requirements
   • Identify and address potential risks, hazards and environmental issues and implement control measures
   • Select and wear personal protective equipment appropriate for work activities
   • Identify and interpret the legislative and site requirements of all personnel related to emergency preparedness and response
   • Determine procedures and techniques for implementation of the system
   • Identify and communicate roles and responsibilities of others in the emergency preparedness and response plans
   • Identify, obtain and allocate resources and personnel required for the implementation of the system
   • Consult with others on how the system is to be implemented, clarify intent and receive feedback
   • Respond to feedback, review outcomes, clarify decision and implement chosen options
   • Identify training needs of individuals, and prepare training plans
   • Prepare and schedule review of the system
2. Implement the emergency preparedness and response system
   • Implement the allocation and installation of resources and personnel
   • Implement training plans and ongoing capability assessments
   • Implement the incident "initial assessment process"
   • Implement incident communication systems and procedures
   • Implement emergency response and evacuation plans
   • Implement procedures for monitoring, recording and reporting on emergency
   • Implement procedures for the collection, analysis and validation of emergency preparedness and response data
   • Implement incident management action plans
   • Implement post-incident action plans
   • Clearly and concisely document information to ensure interpretation by others
   • Provide support to others responsible for system activities
3. Conduct system review
   • Liaise with the emergency response team to review activity and provide recommendations of identified areas for improvement
   • Review the process and outcomes of incident investigations
   • Review effectiveness of the incident management action plans
   • Review legislative and site requirements of personnel and address identified issues
   • Review the effectiveness of the communication and recording systems and procedures
   • Review and adjust the allocation and installation of resources
   • Review the training and assessment process, training plans and ongoing capability development
   • Review the incident "initial assessment process"
   • Review suitability and currency of the emergency response and evacuation plans and recommend areas for improvement
   • Review and update procedures for monitoring, recording and reporting on emergency
   • Review and update the procedures for the collection, analysis and validation of emergency preparedness and response data
   • Recommend areas for improvement and provide reasoning/evidence for changes

Performance Evidence

Evidence is required to be collected that demonstrates a candidate’s competency in this unit. Evidence must be relevant to the roles within this sector’s work operations and satisfy all of the requirements of the performance criteria of this unit and include evidence that the candidate:

locate and apply relevant legislation, documentation, policies and procedures

works effectively with others to undertake and complete the underground coal mine emergency preparedness and response that meets all of the required outcomes including:

complying with written and verbal reporting requirements and procedures

communicating clearly and concisely with others to provide and clarify work instructions

communicating clearly and concisely with others to coordinate work activities

operating emergency communication systems

demonstrates completion of implementing underground coal mine emergency preparedness and response systems that safely, effectively and efficiently meets all of the required outcomes on more than one (1) occasion including:

providing support to others responsible for system activities

implementing the allocation and installation of resources

implementing training plans and ongoing capability assessments

implementing the incident "initial assessment process"

implementing incident communication systems and procedures

implementing emergency response and evacuation plans

implementing procedures for monitoring, recording and reporting on emergency
