Integrate land use and transport planning

This unit covers ensuring that land use and factors relating to all modes of transport are integrated. The unit outlines the steps involved in integration and includes determining current and future land use needs, identifying desired outcomes and developing policies to ensure the integration of land use and transport planning.

Application

This unit supports the attainment of skills and knowledge required for competent workplace performance in councils of all sizes. Knowledge of the legislation and regulations within which councils must operate is essential. The unique nature of councils, as a tier of government directed by elected members and reflecting the needs of local communities, must be appropriately reflected.

1. Determine the scope of land use and transport problems or issues

1.1. The principles of integrated land use and transport planning are researched and documented.

1.2. Existing council policies, plans and processes for land use and transport are analysed to identify issues in the integration of land use and transport planning.

1.3. External constraints to the integration of land use and transport planning are identified in consultation with relevant council officers and external agencies.

1.4. Issues and opportunities for the integration of land use and transport planning are documented.

2. Determine current and future land use and transport needs for a study area

2.1. All aspects of existing land use patterns and transport demands of the study area are established.

2.2. Future land use needs of the study area are assessed against population growth, employment growth and community expectations.

2.3. Existing transport conditions are assessed to identify current capability and capacity.

2.4. Clear and quantifiable land use activity and transport trends are identified from an analysis of proposed growth projections from state and local authorities.

2.5. Consultation is conducted with relevant stakeholders to establish community needs.

3. Determine desired outcomes for integrated land use and transport planning

3.1. Practical and comparable strategies are prepared for integrated land use and transport activities.

3.2. Strategies are assessed on their ability to address local urban structure and their capacity to provide maximum opportunity to integrate land use activity and public transport.

3.3. Strategies are assessed for their compatibility with the plans of other relevant agencies.

3.4. Strategies are assessed against integrated land use and transport experiences and practices of other local government authorities.

3.5. Assessments are used to prioritise strategies for the integration of land use and transport.

4. Develop policies to integrate land use and transport

4.1. The policies for the integration of land use and transport are developed on the basis of research undertaken and community needs assessment.

4.2. Objectives, strategies and actions are clearly identified.

4.3. Responsible agencies with the capacity and compatibility to carry out strategies and actions are identified.

4.4. Land use and transport planning policies are incorporated into other council decision-making processes to enable strategies and objectives to be achieved.

Overview of assessment requirements

A person who demonstrates competency in this unit will be able to perform the outcomes described in the Elements to the required performance level detailed in the Performance Criteria. The knowledge and skill requirements described in the Range Statement must also be demonstrated. For example, knowledge of the legislative framework and safe work practices that underpin the performance of the unit are also required to be demonstrated.

The demonstrated ability to:

conduct a range of research activities to determine the issues and opportunities for the integration of land use and transport planning

identify the resources required to conduct research activities and consultations to determine current and future land use needs for a study area

prepare practical and comparable strategies for integrated land use and transport activities and assess them to produce a desired outcome

develop policies to integrate land use and public transport.

Context of assessment

Competency is demonstrated by performance of all stated criteria, with particular attention to the critical aspects of evidence and the knowledge and skills elaborated in the Evidence Guide, and within the scope of the Range Statement.

Assessment must take account of the endorsed Assessment Guidelines in the Local Government Training Package.

Assessment of performance requirements in this unit should be undertaken in an actual workplace or simulated environment.

Assessment should reinforce the integration of the key competencies for the particular AQF level. Refer to the key competency levels at the end of this unit.

To enable holistic assessment this unit may be assessed with other units that form part of the job role.

Method of assessment

The following assessment methods are suggested:

observation of the learner performing a range of workplace tasks over sufficient time to demonstrate handling of a range of contingencies

written and/or oral questioning to assess knowledge and understanding

completion of workplace documentation

third-party reports from experienced practitioners

completion of self-paced learning materials including personal reflection and feedback from trainer, coach or supervisor.

Evidence required for demonstration of consistent performance

Evidence should be collected over a set period of time that is sufficient to include dealings with an appropriate range and variety of situations.

Resource implications

The learner and trainer should have access to appropriate documentation and resources normally used in the workplace.
